A reabilitação na cidade de Bissau. Uma estratégia para o seu desenvolvimento.

Abstract

O trabalho aqui apresentado, parte da realidade da cidade de Bissau, o centro urbano e sua periferia e as suas potencialidades para o desenvolvimento, para depois propor uma estratégia de desenvolvimento centrada na valorização da identidade e no aproveitamento dos seus recursos.Esta estratégia passará por um conjunto de ações que se espera que contribuam, não só para a regeneração da cidade de Bissau, como também o desenvolvimento do país. Este desenvolvimento parte de questões urbanas, abrangendo a economia, a demografia, o turismo e entre outros, mas acima de tudo procura sempre ter o cidadão e a sua qualidade de vida como peça fundamental. A reabilitação urbana é o instrumento adequado para pôr fim às principais preocupações que se fazem notar em Bissau, sob o ponto de vista urbanístico, sendo claro, como adiante se demonstrará, que a realidade Guineense carece de um sem número de intervenções de reabilitação que permitam, por um lado, a proteção e valorização do património edificado, por outro, o restabelecimento da coesão urbana e ainda, o desenvolvimento económico por via da recapacitação da cidade capital.Apesar de ser a cidade capital, é uma cidade pequena, mas com inúmeros problemas. Neste estudo selecionamos uma pequena área da cidade para traçar um conjunto de estratégias para a reabilitação urbana. Sendo um trabalho no âmbito académico, e estando apenas uma pessoa a desenvolvê-lo, tornasse difícil solucionar todos os problemas. Neste sentido a escolha recaiu na zona centro da cidade.A zona centro da cidade de Bissau foi a área escolhida para este estudo, porque é uma zona que hoje se encontra muito degradada, mas que tem todas as condições para facilmente se tornar novamente numa das zonas mais agradáveis de Bissau. Por outro lado, é a zona mais antiga onde a maior parte da nossa história foi construída ali, possuindo muitos edifícios com valor histórico.

The work presented here begins with the reality of the city of Bissau, the urban center and its periphery and its potential for development, and then propose a development strategy focused on the valorization of identity and the use of its resources.This strategy will undergo a set of actions that are expected to contribute not only to the regeneration of the city of Bissau, as well as the development of the country. This development starts from urban issues, covering the economy, demography, tourism and others, but above all, it always seeks to have the citizen and his quality of life as a fundamental piece.Urban rehabilitation is the appropriate instrument to put an end to the main concerns that are noted in Bissau, from the urban point of view, and it will be clear, as will be shown below, that the Guinean reality lacks a large number of rehabilitation interventions that allow, on the one hand, the protection and enhancement of built heritage and, on the other hand, the restoration of urban cohesion and economic development by means of the reconstitution of the capital city.Although it is the capital city, it is a small city, but with numerous problems. In this study we selected a small area of ​​the city to outline a set of strategies for urban rehabilitation. Being a work in the academic field, and being only one person to develop it, it would be difficult to solve all the problems. In this sense the choice fell in the center of the city.The central area of ​​the city of Bissau was the area chosen for this study, because it is an area that today is very degraded, but that has all the conditions to easily become again one of the most pleasant areas of Bissau. On the other hand, it is the oldest zone where most of our history was built there, possessing many buildings with historical value.
