A partir deste contexto, o trabalho tem por objetivo averiguar a possibilidade de uma definição jurídica de terrorismo internacional e a inserção do terrorismo no rol dos core crimes do Estatuto de Roma. Para tanto, a pesquisa está estruturada da seguinte forma. No primeiro capítulo, apresentamos o desenvolvimento de um direito securitário como forma de combater o terrorismo e os problemas ocasionados para o Direito Internacional Público e o Direito Internacional Penal. No segundo capítulo, investigamos o tratamento conferido ao terrorismo no Direito Internacional. No terceiro capítulo, abordamos a difícil tarefa de elaborar uma definição jurídica satisfatória de terrorismo internacional. Notwithstanding the recognition of the need for international action to address the problem of terrorism, international law is far from coherently addressing the issue of defining the criminal concept of terrorism; the abusive use of the term "terrorism" and the confusion between an empirical description of a phenomenon and its treatment in criminal law dominate the discussion about the legal meaning of terrorism. From this context, the work aims to ascertain the possibility of a legal definition of international terrorism and the insertion of terrorism in the core crimes of the Rome Statute. To do so, the research is structured as follows. In the first chapter, we present the development of a security right as a way of combating terrorism and the problems caused by Public International Law and International Criminal Law. In the second chapter, we investigated the treatment of terrorism in international law. In the third chapter, we tackle the difficult task of elaborating a satisfactory legal definition of international terrorism.
