Fundos Comunitários na Requalificação da Rede Escolar. Estudo de Caso da Comunidade Intermunicipal da Região de Coimbra

Abstract

As Cartas Educativas, instrumentos de ordenamento prospetivo do parque escolar municipal, criaram, neste início do século, condições para que os municípios se pudessem afirmar como autores e atores na reorganização da rede escolar, embora a sua efetivação só se tenha tornado possível com a disponibilização de financiamento pelo QREN. As lógicas de coe- são territorial traduziram-se em candidaturas diferenciadas nos 19 municípios que integram a Comunidade Intermunicipal Região de Coimbra (CIMRC), não se observando uma relação direta entre o financiamento aprovado e as características do território, o que levou à necessidade de compreender os diferentes investimentos realizados, entender os seus reflexos no cumprimento dos objetivos propostos e avaliar o seu reflexo na melhoria da educação em cada território. Abstract “The Municipal Educative Charter”, those tools for planning the municipal school building in- frastructure, have created the conditions for municipalities to assert themselves both as orig- inators and actors in the reorganisation of network school equipment at the beginning of the new century, even if actual implementa- tion had to wait until NSRF funding was made available. The logics of territorial cohesion resulted in very different applications across the 19 municipalities that make up the Coimbra Region Intermunicipal Community, with no apparent direct link between the level of fund- ing approved and the specific features of the territory. This in turn made it necessary to un- derstand the investments made in this context, to understand the way in which they affect compliance with the proposed goals, and to assess their impact in terms of educational im- provement in each territory
