O Serviço Social nos Bairros Camarários do Porto no Contexto da Obra Diocesana de Promoção Social – contributos para a História do Serviço Social nos finais do “Estado Novo”

Abstract

This present work is framed in the scope of the History of Social Work, focusing on the historical period at the end of the “Estado Novo”, aiming to contribute to the knowledge and understanding of the role of the social worker profession in the context of housing policies and social intervention in the neighbourhoods of the City of Oporto during the 1960s-1970s, within the context of the Obra Diocesana de Promoção Social.This work unfolds along two main analytical axes. Firstly, it examines the social and political conditions that framed the profession of social work during the Estado Novo regime – particularly during the "Marcelismo" period (1968 - 1974) – within the local specificities of Oporto City, taking into account the Church’s agency, the socio-political configurations, and specific urban political conditions - framed by the "Plano de Melhoramanetos da cidade do Porto" (1956/1966), addressing public attention to the social question and the consequences and impacts resulting from the resettlement of populations from the predominantly impoverished "Ilhas" to the Municipal This work is framed in the History of Social Work in Portugal, focusing on the historical period at the late “Estado Novo”. It analyses the social and political conditions that framed the profession of the social worker during the Estado Novo - with emphasis on "Marcelismo" (1968 - 1974), in the context of the local specificities of the city of Porto, taking into account the Church’s agency, the socio-political configurations and specific urban political conditions - framed by the "Improvement Plan for the City of Oporto" (1956/1966), in public attention to the social "question" and the consequences and impacts of the rehousing of the populations in the Neighbourhoods, largely from the "Ilhas" and rehoused in the municipal social housing of Oporto city. A second axe of analysis focused on understanding the influence of international and national social movements and collective mobilisation on the social work profession in the 1960s and 1970s in Portugal, in particular the approach to Developmental Social Work and critical perspectives in dissociation and/or rupture with more traditional models of the profession. The research adopted a socio-historical approach and was based on secondary and primary sources, and used documentary analysis as its main technique. In addition, interviews were conducted with some institutional and professional players from the period under study.The research led to the conclusion that the conditions of public attention to the social and urban issues of the council districts of the city of Oporto in the 1960s and 1970s depended on the structural and socio-political contextual conditions of the “Estado Novo”, the synergy created by the Diocese of Oporto, the Oporto City Council and the Oporto Institute of Social Work, imbued with the spirit of renewal of Social Work education and training, characterised by openness to the currents of Reconceptualisation, namely the perspectives for Developmental Social Work and Critical Social Work in Portugal.In the context of the ODPS, the profession of social worker took on the commitment(s) to participation, awareness, social empowerment, autonomy and "resistance" of the population in the improvement of urban and social conditions, helping to reduce social and economic asymmetries, assuming a professional orientation committed to social development, constituting the profession of social worker in the council districts of the city of Oporto, a significant moment in the (re) construction of its identity.Keywords: Estado Novo, Church, Obra Diocesana de Promoção Social do Porto, Social Work, Critical Movements and of the Reconceptualisation of Social Work, Portugal

O presente trabalho inscreve-se no âmbito da História do Serviço Social em Portugal, focando no período histórico dos finais do Estado Novo, propondo-se contribuir para o conhecimento e compreensão do papel da profissão de assistente social no contexto das políticas da habitação e intervenção social nos Bairros da Cidade do Porto, nas décadas de 60-70, no contexto organizacional da Obra Diocesana de Promoção Social.Este trabalho desenvolve-se em dois eixos analíticos principais. Assim, analisam-se as condições sociais e políticas que enquadraram a profissão de assistente social no Estado Novo – com destaque para o “Marcelismo” (1968 - 1974), no contexto das especificidades locais da cidade do Porto, atendendo às posições da Igreja, às configurações sociopolíticas e condições políticas urbanas específicas – enquadradas pelo “Plano de Melhoramentos para a Cidade do Porto” (1956/1966), numa atenção pública à “questão” social e consequências dos impactos sociais do realojamento das populações nos Bairros oriundas em grande parte das “ilhas” e realojadas nos Bairros Camarários da Cidade do Porto. Um segundo eixo de análise remeteu para a compreensão da influência dos movimentos sociais internacionais, nacionais e a mobilização coletiva, na profissão de assistente social nas décadas de 60-70 em Portugal, nomeadamente, a aproximação ao Serviço Social Desenvolvimentista e perspetivas críticas em desvinculação e/ou rutura com modelos mais tradicionais da profissão. A investigação adotou uma abordagem socio-histórica, perspetivando-a como um processo dinâmico e articulado, baseada em fontes secundárias e fontes primárias, e usando a análise documental como principal técnica. Complementarmente, recorreu-se à realização de entrevistas com alguns atores institucionais e profissionais do período em estudo.A pesquisa permitiu, concluir que as condições da atenção pública para a questão social e urbana dos Bairros Camarários da cidade do Porto nas décadas de 60 e 70, dependeram das condições estruturais e contextuais sociopolíticas do Estado Novo, da sinergia criada pela Diocese do Porto, pela Câmara do Porto e pelo Instituto de Serviço Social do Porto, imbuído do espírito de renovação da formação em Serviço Social, caracterizado pela abertura às correntes da Reconceptualização, as quais abriram perspetivas para o Serviço Social Desenvolvimentista e Crítico em Portugal.No contexto da ODPS, a profissão de assistente social, assumiu nos bairros camarários da cidade do Porto, o (s) compromisso(s) com a participação, conscientização, capacitação social, autonomização e “resistência” das populações, na melhoria das condições urbanas e sociais, contribuindo para diminuir as assimetrias sociais e económicas, assumindo uma orientação profissional comprometida com o desenvolvimento social, constituindo a profissão de assistente social nos Bairros Camarários da cidade do Porto, um momento significativo da (re) construção da sua identidade.Palavras-Chave: Estado Novo, Igreja, Obra Diocesana de Promoção Social do Porto, Serviço Social, Movimentos Críticos e de Reconceptualização do Serviço Social, Portugal
