Título: Inclusão Escolar de Jovens e Adultos com Deficiência

Resumo: Na perspectiva da inclusão, cujo fito é colocar todos os alunos no espaço escolar, garantindo-lhes direitos e oportunidades de acesso e sucesso no processo de ensino e aprendizagem, a Educação Especial é tratada de forma mais expressiva a partir da Constituição Brasileira de 1988 e da Lei de Diretrizes e Bases da Educação Nacional (Lei n. 9394/96), cujo alcance legítimo ainda é um desafio posto ao sistema educacional brasileiro. O objetivo que norteou o desenvolvimento da pesquisa centra-se na intenção de analisar a situação de desenvolvimento do processo de inclusão de jovens e adultos com deficiência na escola pública brasileira, a partir do exame de como as ações de apoio a esses alunos têm sido implementadas nas escolas participantes do estudo; de como têm sido geridas por professores e gestores, com vistas à aprendizagem significativa e ao bem-estar do aluno; da percepção dos sentimentos dos professores e alunos em relação à dinâmica inclusiva; e de suas perspectivas sobre o processo de inclusão na escola regular noturna. Para tanto, optou-se por estruturar a pesquisa em quatro estudos organizados em forma de artigos, sendo o primeiro desenvolvido à luz da pesquisa documental de fontes primárias relacionadas ao processo de inclusão no estado Ceará e os demais desenvolvidos à luz do estudo de caso com foco nas experiências de gestores, professores e alunos da Educação de Jovens e Adultos (EJA). A recolha de dados junto aos sujeitos ocorreu por meio de entrevistas semiestruturadas para gestores e professores e de inquérito por questionário para alunos. O tratamento dos dados recolhidos teve por foco a análise documental para o primeiro estudo e a análise de conteúdo para os demais. A informação recolhida, à luz da abordagem qualitativa, demonstrou que o Estado tem um aporte legal consonante com as normativas do país, sinalizando para a inclusão do aluno com deficiência, mas as escolas não apresentam um discurso similar em seus projetos políticos pedagógicos. Do ponto de vista da gestão, verificou-se que a inclusão de jovens e adultos com deficiência ainda é deficitária, reflexo da invisibilidade social a que têm sido submetidas as pessoas com deficiência ao longo da história e, consequentemente, a que são submetidos os alunos com deficiência na escola regular. Para os professores, o processo de formação inicial e continuada é um dos pontos mais críticos no processo de inclusão e ainda são recorrentes sentimentos antagônicos como esperança, frustação e medo, que espelham as incongruências do processo vivido por eles em seu cotidiano laboral. Os alunos participantes do estudo são, em sua maioria, jovens e adultos trabalhadores, com deficiência intelectual, motora ou auditiva. Para eles, a escola e seu entorno são deficitários no quesito acessibilidade arquitetônica e urbanística, assim como são significativas as barreiras no quesito acessibilidade atitudinal. Em relação ao processo de ensino-aprendizagem, o ponto de tensão apresentado é a avaliação, pois ainda é prática corrente um modelo de avaliação centrado na prova. No que concerne à qualidade de vida e às possibilidades de inserção no mercado de trabalho, a escola é reconhecidamente eficiente na formação cidadã, mas tem dificuldade em preparar o aluno para o mundo do trabalho. Todas essas informações corroboram a tese de que, mesmo com a ampliação da inclusão na escola regular, assegurada formalmente, ainda é meta a ser alcançada o pleno oferecimento de condições de permanência e sucesso dos alunos com deficiência, em sua trajetória escolar na modalidade EJA.
In the perspective of inclusion, whose aim is to place all students in the school space, guaranteeing the rights and opportunities for access and success in the teaching and learning process, Special Education is treated more expressively from the Brazilian Constitution of 1988 and of the National Education Guidelines and Bases Law (Law n. 9394/96), whose legitimate scope is still a challenge to the Brazilian educational system. The objective that guided the development of the research centers on the intention to analyze the development situation on the inclusion process of young people and adults with disabilities in the Brazilian public school, based on the analysis of how the actions to support these students have been implemented in schools participating in the study; how they have been managed by teachers and coordinators, with a view to meaningful learning and student well-being; the perception of the feelings of teachers and students in relation to inclusive dynamics; and their perspectives on the inclusion process in the regular night school. To this end, it was decided to structure the research in four studies organized in the form of articles, the first being developed in the light of documentary research from primary sources related to the inclusion process in the state of Ceará and the others developed in the light of the case study¬¬¬¬ focusing on the experiences of managers, teachers, and students of Youth and Adult Education. Data collection from the subjects took place through semi-structured interviews for coordinators and teachers and a questionnaire survey for students. The treatment of the collected data focused on document analysis for the first study and content analysis for the others. The information collected, in the light of the qualitative approach, showed that the State has a legal contribution in line with the country's regulations, signaling the inclusion of students with disabilities, but schools do not present a similar discourse in their pedagogical political projects. From the management point of view, it was found that the inclusion of young people and adults with disabilities is still deficient, reflecting the social invisibility to which people with disabilities have been subjected throughout history and, consequently, to which students are submitted. with disabilities in regular school. For teachers, the process of initial and continuing education is one of the most critical points in the inclusion process and there are still recurring antagonistic feelings such as hope, frustration, and fear, which reflect the incongruencies of the process experienced by them in their daily work. Most of the students participating in the study are young and working adults, with intellectual, motor, or hearing disabilities. For them, the school and its surroundings are deficient in terms of architectural and urban accessibility, as well as the barriers in terms of attitudinal accessibility are significant. About the teaching-learning process, the point of tension presented in the evaluation, because an evaluation model based on the test is still current practice. Concerning the quality of life and the possibilities of insertion in the labor market, the school is recognized as efficient in citizen training but has difficulty in preparing students for the world of work. All of this information corroborates the thesis that, even with the expansion of inclusion in the regular school, formally ensured, it is still a goal to be reached the full offer of conditions of permanence and success of students with disabilities, in their school trajectory in the Youth and Adult Education modality.
