Da censura à cibercensura: novas práticas para velhas questões

Abstract

Ao longo da história mundial, a imprensa sempre se viu ameaçada pelo desenvolvimentoconstante de novas formas de a controlar. Depois de séculos de regimes fortementerepressivos e até de conflitos de dimensão global, emergiram sistemas democráticos nosquais a liberdade de imprensa e a liberdade de expressão, juntamente com o acesso àinformação, constituem direitos fundamentais.No entanto, ainda permanece uma vigorosa censura sobre a imprensa em muitos países,com várias democracias na iminência de um retrocesso das liberdades adquiridas. Oatual contexto de progresso tecnológico, devido especialmente ao aparecimento dainternet, redefiniu o exercício do jornalismo e tornou-o verdadeiramente global, mastambém passou a confrontá-lo com mecanismos de controlo da informação cada vezmais sofisticados, sendo que muitos deles permanecem ocultos para jornalistas ecidadãos.Por isso, este trabalho tem por objetivo explorar os diversos métodos de cibercensura,comparando-os com os métodos da censura tradicional. Após um enquadramento sobreum estágio curricular na editoria Internacional da Agência Lusa, que me permitiunoticiar várias situações de censura na internet, segue-se uma contextualização teóricasobre as origens históricas da censura a nível mundial, com foco no Ocidente.Posteriormente, são introduzidos os conceitos de internet e web para explicar os novosmecanismos de controlo da informação na era digital, bem como as principais formas deos contornar. Por fim, é feita uma breve análise dos resultados do Índice Mundial daLiberdade de Imprensa de 2020, elaborado pela organização Repórteres Sem Fronteiras,avaliando as atuais crises que o jornalismo enfrenta e os países onde a imprensa maissofre com elas.

Throughout world history, the press has always been threatened by the constantdevelopment of new ways of controlling it. After centuries of strongly repressiveregimes and even global conflicts, democratic systems have emerged in which freedomof the press and freedom of expression, together with access to information, arefundamental rights.However, vigorous censorship of the press still exists in many countries, with severaldemocracies on the verge of a setback for acquired freedoms. The current context oftechnological progress, especially due to the appearance of the internet, has redefinedthe exercise of journalism and made it truly global, but it has also come to confront itwith increasingly sophisticated information control mechanisms, many of which remainhidden for journalists and citizens.Therefore, this work aims to explore the different methods of cyber censorship,comparing them with the methods of traditional censorship. After framing a curricularinternship in the International section of Agência Lusa, which allowed me to reportvarious situations of censorship on the internet, a theoretical contextualization of thehistorical origins of censorship worldwide follows, focusing on the West. Subsequently,the concepts of internet and web are introduced to explain the new mechanisms ofinformation control in the digital age, as well as the main ways of circumventing them.Finally, a brief analysis of the results of the World Press Freedom Index 2020 - preparedby the organization Reporters Without Borders - is made, evaluating the current crisisthat journalism faces and the countries where the press suffers the most.
