Abstract: Este relatório tem como base um estágio curricular realizado na Delegação Regional do Centro do IEFP, realizado durante 1 de outubro de 2020 até 31 de janeiro de 2021, durante a presente crise da Covid-19, que tem provocado a redução da atividade económica e a deterioração das condições do mercado de trabalho. Analisam-se duas medidas de emprego criadas pelo Governo português em 2020 para minimizar o impacto desta crise nas empresas e entidades dos setores social e da saúde e no número de desempregados: a Medida de Incentivo Extraordinário à Normalização da Atividade Empresarial e a Medida de Apoio ao Reforço de Emergência de Equipamentos Sociais e de Saúde, cada uma com uma forma diferente de atuação mas que cumpriam o mesmo objetivo.Com base em dados fornecidos pelo IEFP centrados exclusivamente na região Centro, que carecem ainda no entanto de verificação, conclui-se que, pelo número de empresas e entidades candidatas e beneficiadas e trabalhadores abrangidos, as medidas têm capacidade para amortecer o impacto negativo da crise no emprego da região, uma vez que a despesa com o pessoal já existente é repartida entre a entidade empregadora e o Estado. Nas entidades dos setores social e da saúde, a medida a eles destinados em especial permitiu ainda novas contratações de trabalhadores, estimulando assim a procura de trabalho, isto numa vertente, noutra vertente a medida pode agir como financiamento. O financiamento para projetos de contenção da propagação da doença ou resposta de emergência para equipamentos sociais e de saúde de modo a que tenha uma maior abrangência.
This report is based on a curricular internship carried out in the Regional Delegation of the Center of IEFP starting in 1st of October of 2020 until 31st of January of 2021, during the present Covid-19 crisis, which has caused a reduction in economic activity and the deterioration of labor market conditions. Two employment measures created by the Portuguese government in 2020 to minimize the impact of this crisis on companies and entities in the social and health sectors and on the number of unemployed are analyzed: the Extraordinary Incentive Measure for the Standardization of Business Activity and the Support Measure for the Emergency Reinforcement of Social and Health Equipment, each measure has an unique way to fulfill the same objective. Based on data provided by the IEFP focused exclusively on the Centre region, which still needs to be verified, it can be concluded that, given the number of companies and entities applying and benefiting and workers covered, the measures are able to cushion the negative impact of the crisis on employment in the region, since expenditure on existing staff is shared between the employer and the State. In entities in the social and health sectors, the measure for them in particular has also allowed new hires of workers, thus stimulating the demand for labor, this on one side, on another side the measure can act as funding. Funding for projects to contain the spread of disease or emergency response for social and health facilities so that it has a wider reach.
