Um outro olhar para a Urbanização de Favelas O caso de Paraisópolis em São Paulo

Abstract

No contexto brasileiro, as favelas consistem na mais clara manifestação da desigualdade social em forma urbana. São espaços que desde sua emergência têm sofrido intervenções de arquitetos e urbanistas na tentativa de solucionar seus problemas habitacionais e urbanos. Na atualidade o modo de intervir mais difundido nestes espaços são ações de melhoria urbana, denominadas de urbanização de favelas ou de slum-upgrading. Entretanto, é recorrente que estas ações tratem as favelas apenas a partir de suas carências, ignorando suas qualidades e potencialidades. Assim, mesmo introduzindo melhorias físicas no bairro, estas intervenções recorrentemente são extremamente disfuncionais no quesito social.Logo, objetiva-se compreender como realizar intervenções urbanas mais humanas nas comunidades, as quais além de trazer infraestrutura e serviços básicos, também fossem sensíveis e potencializadoras de sua estrutura social. Procura-se, primeiramente, entender o fenômeno da favela na sua totalidade, livrando-se dos preconceitos que as reduzem, para posteriormente estudar as intervenções ali realizadas. A fim de analisar um caso de estudo em concreto, selecionou-se Paraisópolis, a segunda maior favela da cidade de São Paulo que sofreu um intenso processo de urbanização nas últimas décadas. Para tal, recorreu-se a uma extensa recolha bibliográfica incidente nas favelas, nas suas intervenções e no caso de estudo escolhido, a qual foi acompanhada por uma pesquisa realizada à distância com moradores e outros agentes sociais de Paraisópolis para permitir a máxima aproximação da realidade local. A partir deste estudo são propostas estratégias gerais de atuação nas favelas que seriam mais adequadas à sua estrutura interna pré-estabelecida, em conjunto com considerações importantes no momento de se intervir nestes ambientes. Tem-se a intenção de através desta investigação, introduzir um novo olhar, mais humano, para as favelas e suas intervenções, buscando incentivar ações mais bem conseguidas que efetivamente integrem estes espaços e suas populações à cidade e à sociedade.

In the Brazilian context, favelas are the clearest manifestation of social inequality in urban form. They are spaces that since their emergence have been intervened by architects and urban planners in an attempt to solve their urban problems. Nowadays, the most widespread intervention in these spaces are urban improvement actions, called urbanização de favelas or slum upgrading. However, it is recurrent that these actions treat favelas only from their lacks, ignoring their qualities and potentialities. Therefore, even introducing physical improvements in the neighborhood, these interventions, recurrently, are extremely dysfunctional in the social sphere. Thus, it is aimed to comprehend how to implement more humane urban interventions in these communities, which besides introducing basic infrastructure and services, were also sensitive to their social structure and enhances it. First, it is sought to understand the phenomenon of the favela in its entirety, getting rid of the prejudices that reduce them, to later analyze the interventions carried out there. For the analysis of a specific case study was selected Paraisópolis, the second largest favela in São Paulo that has been undergone an intense slum upgrading process in recent decades. To this end, an extensive bibliographic collection was used, approaching the favelas, their interventions and the chosen case, which was accompanied by a research remotely done with residents and other social agents of Paraisópolis to get closer to the local reality.From this study, strategic lines of action for the favelas are proposed, which would be more appropriate for their pre-established internal structure, followed by important considerations when intervening in these environments. It is intended through this research, to introduce a new and more humane look to the favelas and their interventions, encouraging better actions that effectively integrate these spaces and their populations to the city and society.
