O Plano de urbanização, alargamento e embelezamento da cidade de Braga – Étienne de Gröer, 1941/46

Abstract

Esta investigação tem como objetivo estudar o Plano de Urbanização da cidade de Braga, realizado pelo urbanista Étienne de Gröer, entre 1941-46. Étienne De Gröer foi um dos urbanistas mais importantes do século XX em Portugal. Foi uma figura marcante do urbanismo português na década de quarenta e, é com este urbanista que a cidade de Braga vai ter o seu primeiro Plano de Urbanização. De Gröer trouxe para Portugal novos ideais urbanísticos, defende o conceito da cidade-jardim de Ebenezer Howard, e vai fundamentar as suas intervenções nesta teoria que considera a primeira base do urbanismo moderno. Nas cidades de Braga e Évora, De Gröer vai mostrar a sua posição em relação à estrutura histórica das cidades, vai dedicar-se ao arranjo da cidade existente e ao desenho das novas áreas de expansão. Considera que os centros históricos deviam ser preservados, não deviam ser alvo de intervenções que lhes mudassem a sua essência. Para o estudo do Plano da cidade de Braga, foi feita uma análise da evolução urbana aquando da realização do Plano, e uma análise das Plantas de Étienne de Gröer para esta cidade, assim como o seu relatório e legislação. Procurou-se também perceber se as suas propostas foram ou não aprovadas e identificar se ainda existem algumas estruturas do Plano elaborado por Étienne de Gröer no traçado atual da cidade.O Arquivo do Departamento de Arquitetura contém no seu espólio plantas de alguns Planos de Urbanização realizados por Étienne de Gröer para várias cidades em Portugal, entre os quais o de Lisboa, Sintra, Almada, Costa do Sol, Abrantes, Évora, Beja e Coimbra, mas não existe o Plano da cidade de Braga. Neste sentido, o presente trabalho pretende também constituir um contributo para suprir o vazio existente sobre o plano urbanístico desta cidade, podendo esta investigação constituir um complemento ao espólio do AAUC (Arquivo de Arquitetura da Universidade de Coimbra).

The main goal of this investigation is to study the urban plan of the city of Braga, carried out by the urban planner Étienne De Gröer, between 1941-46.Étienne De Gröer was one of the most important urban planners of the 20th century in Portugal. He was a landmark of Portuguese urban planning in the 1940s and he was the first to design an urban plan for Braga. De Gröer brought to Portugal new urbanistic values including Ebenezer Howard´s concept of the garden city. He supported his contributions on this theory that he considered to be the foundation of modern urban planning.As far as the towns of Braga and Évora are concerned, De Gröer shows his position regarding the historic structure of cities. He devoted himself to the existing layout and to the planning of the new areas of growth. He believed that the historic areas should be preserved and not be disturbed by interventions which might change their essence. As for the study of the plan of the city of Braga, the urban evolution at the time when this Plan was drawn was analysed along with Étienne de Gröer’s designs for this city, including his report and the existing Legislation. Further investigation focused on whether de Gröer’s proposals were approved and on identifying any of his original structures that may still exist in the present layout of this city.The Archive of the Department of Architecture of the University of Coimbra (AAUC) includes some of Étienne de Gröer´s urban plans for various cities in Portugal, like Lisbon, Sintra, Almada, Costa do Sol, Abrantes, Évora, Beja and Coimbra. However, the plan for the city of Braga is not included. Consequently, this investigation may be a complement to the collection of AAUC (Archive of Architecture of the University of Coimbra).
