Título: Reconhecimento de Competências no Ensino Superior: uma realidade reconhecida ou a reconhecer?

Resumo: As políticas emanadas no sentido da consolidação de uma sociedade do conhecimento colocam prementes preocupações na agenda da União Europeia e dos Estados-Membros, sendo necessária força de trabalho com capacidades e competências adequadas, assentes numa formação inicial bem estruturada e num processo contínuo de aprendizagem, disponível a todos, incluindo aqueles a quem os mais diversos constrangimentos não permitiram o progresso no ensino formal pela via tradicional. Na atual agenda política internacional, o paradigma da Aprendizagem ao Longo (e em todos os espaços) da Vida e a economia do conhecimento têm especial relevo, sublinhando o papel das instituições de ensino superior como motores de mudança socioeconómica. O alargamento do acesso ao ensino superior a “novos públicos” constitui uma das recentes tendências de mudança educativa, verificando-se o aparecimento de estudantes com trajetórias académicas e experienciais distintas das dos regulares: encontram-se fora dos limites etários convencionais (num patamar superior), tendem a viver de forma autónoma em relação à sua família de origem e/ou têm responsabilidades parentais, não seguiram (regra geral) os ciclos sequenciais de ensino formal e interromperam o percurso académico durante períodos mais ou menos longos, durante os quais usufruíram de experiências profissionais ou de vida antes de regressarem (ou de ingressarem) no ensino superior. Com este trabalho pretendeu-se estudar a perceção dos estudantes que ingressaram entre 2011/2012 e 2014/2015 na Universidade de Coimbra (UC), através do concurso específico para Maiores de 23 anos (M23 anos), e que, à data de realização do presente trabalho, se encontravam a frequentar, pelo menos, o 2.º ano do curso, quanto à implementação, em ciclos de estudos superiores, de um sistema de reconhecimento e validação de saberes experienciais. Da mesma forma, pretendeu-se auscultar um grupo de docentes da UC relativamente ao mesmo tema. Para cumprir estes desígnios optou-se por realizar um estudo exploratório, percorrendo um caminho que levou a considerar que o desenho de investigação mais adequado deveria assentar numa metodologia mista, combinando técnicas de recolha e análise de dados quantitativas com técnicas qualitativas. A presente investigação subdivide-se, portanto, em dois momentos: o primeiro assume uma tónica quantitativa; o segundo é, essencialmente, qualitativo. Neste sentido, na primeira etapa foi aplicado um questionário a todos os estudantes M23 anos que reuniam os requisitos anteriormente mencionados. No segundo momento da investigação foram realizadas duas entrevistas focalizadas de grupo – uma com 4 estudantes M23 anos do sexo feminino e uma com 7 docentes da UC – sendo apresentadas, em cada uma, as principais conclusões obtidas nas etapas anteriores com o intuito de as submeter a discussão. No que concerne às principais conclusões do presente estudo, parece-nos importante realçar que os dados obtidos apontam no sentido de tanto os estudantes M23 anos como os docentes da UC não se posicionarem a favor da implementação, no ensino superior universitário, de um sistema de reconhecimento e validação de saberes experienciais. Os estudantes manifestaram gosto pela aprendizagem e pela realização de provas de avaliação e os docentes consideraram que ao implementar um mecanismo dessa natureza a Universidade estaria a “fugir” da sua principal missão: a formação de cidadãos críticos e com capacidade reflexiva. Como tal, tanto para os estudantes M23 anos como para os docentes da UC, a implementação, no ensino superior universitário, de um sistema de reconhecimento e validação de saberes experienciais desprestigiaria os ciclos de estudos superiores. Além disso, concordaram com o facto de o concurso específico para estudantes M23 anos ser socialmente perspetivado como uma via facilitista de acesso ao ensino superior e com aquela possibilidade em vigor ainda se estaria a contribuir mais para acentuar essa ideia. Contudo, é também de sublinhar que os estudantes M23 anos consideraram que a sua experiência formativa deveria ser valorizada para efeitos de progressão académica, aspeto que não foi apoiado pelos docentes. As constatações às quais o presente estudo conduziu levam a defender que existe ainda um árduo trabalho de desmistificação dos pressupostos inerentes ao processo de reconhecimento e validação de saberes experienciais, que deve ser percorrido no sentido de clarificar imagens sociais que tendencialmente lhe são associadas, mas que não correspondem à sua essência. Além disso, é de referir que, apesar de o presente trabalho se ter limitado à UC, encontram-se em aberto outros estudos na mesma área de investigação.
The policies issued for the consolidation of a knowledge-based society place persistent concerns on the agenda of the European Union and the Member States, calling for a workforce with adequate skills and competences, based on a well-structured initial training and an ongoing learning process, available to all, including those to whom the most diverse constraints have not allowed progress in formal education in a regular way. On the current international policy agenda, the paradigm of Lifelong (and in all areas of life) Learning and the economy of knowledge are particularly important, underlining the role of higher education institutions as drivers of socio-economic change. The widening of access to higher education to "new public" is one of the recent trends of educational change, leading to the appearance of students with academic and experiential trajectories different from the regular ones: they are outside the conventional age limits (at a higher level), they tend to be independent from their family of origin and/or have parental responsibilities, by and large they did not follow the sequential cycles of formal education and interrupted their academic studies for longer or shorter periods during which they went through work or life experiences before returning to (or joining) higher education. This study intended to study the perception of students who entered the University of Coimbra (UC) between the academic years of 2011/2012 and 2014/2015 by applying to the specific application process for those Above 23 years of age (M23 years-old), and who at the time of the making of the present study were attending at least the 2nd year of their course, regarding the implementation, at university, of a system of recognition and validation of experiential knowledge. At the same time, it was intended to listen to a group of teachers of the UC on the matter. To fulfil these objectives, an empirical study was chosen, following a path which has led to the conclusion that the most appropriate research design had to be based on a mixed methodology, combining quantitative data collection and analysis techniques with qualitative techniques. The present investigation is therefore subdivided in two moments: the first one assumes a quantitative tone; the second is essentially qualitative. Thus, in its first stage a questionnaire was applied to all the M23 students who had met the aforementioned requirements. In the second moment of the investigation, two focus group interviews were carried out - one with four M23 female students and another one with seven teachers from the UC - being the main conclusions obtained in the previous stage presented with the intention of submitting them to discussion. Regarding the main conclusions of the present study, it seems important to highlight that the data obtained suggests that both M23 and the teachers of the UC do not stand in favour of the implementation of a system of recognition and validation of experiential knowledge at university. The students expressed their pleasure in learning and in being submitted to assessment tests, and the teachers considered that by implementing such a mechanism, the university would be "evading" its main mission: the formation of critical citizens with a capacity for reflection. Therefore, for both M23 and teachers of the UC, the implementation at university of a system of recognition and validation of experiential knowledge would discredit the cycles of higher education. In addition, they both agreed that the specific application process for M23 years-old was socially viewed as an easy way to access higher education and that this possibility would further contribute to emphasising this opinion. However, it should also be noted that M23 years-old considered that their formative experience had to be considered for academic progression, something that was not supported by the teachers. The findings to which this present study has led us make us argue that there is still a lot of hard work to be done to demystify the assumptions inherent in the process of recognition and validation of experiential knowledge, which must be pursued in order to clarify social images that tend to be associated with it, but that do not correspond to its essence. In addition, it should be noted that, although the present study has been limited to the UC, there are other ongoing studies in the same area of research.
