Habitação Social: Uma reflexão crítica sobre o processo de atribuição de alojamento social

Abstract

O direito à habitação é uma temática que tem progressivamente ganho peso e importância no debate contemporâneo. Este é atualmente visto como um direito universal, estando presente em diversas convenções e tratados. A sua posse é imprescindível à vida humana, tendo percussões a nível económico, social e da saúde. Contudo, apesar do acesso a uma habitação ser essencial, tem-se tornado cada vez mais difícil de obter. Assim, o objetivo deste trabalho é analisar em Portugal as dificuldades da população em aceder a uma habitação adequada e as políticas sociais desenvolvidas pelo Governo Português para combater esta problemática.No início do relatório é apresentado um enquadramento teórico sobre a gestão da qualidade, em especial qualidade no serviço público, uma vez que a qualidade está presente em quaisquer produtos ou serviços, devendo a administração pública focar-se nesta para evoluir. Esta investigação pretende examinar os encargos que advêm da habitação e o procedimento de atribuição das habitações sociais, englobando o tempo de espera, quem pode aceder às mesmas, o investimento feito por parte do Estado, programas e iniciativas adotados e o modelo político implementado pelo Governo. Será apresentado um estudo caso, sobre as habitações sociais atribuídas na cidade de Coimbra entre os anos 2016 a 2018, permitindo uma melhor compreensão do processo. Por fim, é feita uma apreciação global sobre a temática, indicando sugestões e recomendações de medidas a desenvolver, limitações do trabalho e contributo para futuras pesquisas com o intuito de colmatar as lacunas habitacionais existentes no território português.

The right to housing is a subject that has been gradually gaining more weigh and value in the contemporary debate. It is currently seen as a universal right that can be found in various conventions and treaties. The possession of this right is vital to the human life, as it can affect several factors, such as economic, social and health factors. Despite having a proper house being considered essential, this right is getting harder and harder to get.Therefore, the purpose of this work is to analyze in Portugal the difficulties of the population in accessing adequate housing and the social politics developed by the Government to solve this problem.On the beginning of this report is presented a theoretical framework on quality management, with special focus on quality in the public service, since quality is present in any products or services, the public administration should focus on this to evolve.This investigation examins the costs related with housing and the procedure of attribution of social housing, the time of waiting, who can access social housing programmes, the investment made, adopted programs and initiatives and the political model implemented by the Government. A case study is presented on social housing assignments in the city of Coimbra, between 2016 and 2018. In the end of this report is made an appreciation of the theme, stating suggestions and recommendations for the develpoment of new policies, in order to fulfil the gaps of social housing that exist in the Portuguese territory.
