Title: Transformações e tensões na dinâmica da gestão escolar: "Artes de fazer" em modelos organizacionais de Portugal e do Brasil

Abstract: A presente investigação tem como objetivo central averiguar os sentidos da gestão praticada nas escolas. Envereda-se, assim, por um estudo de caso múltiplo, e opta-se por um paradigma qualitativo no sentido de interpretar realidades e cotidianos que podem ser potenciadores de reflexão. A investigação empírica alcança diretores de agrupamento de escolas e escolas não agrupadas, professoras coordenadoras, supervisora pedagógica, subdiretores e coordenadoras de estabelecimento de ensino, aos quais foram feitas entrevistas individualizadas. As escolas estão localizadas em Votuporanga-SP e IturamaMG, no Brasil, e, em Coimbra, Cantanhede, Figueira da Foz, Porto e Leiria, em Portugal. Ao lançar o olhar sobre os modos de fazer gestão, buscamos elementos interpretativos na teoria das práticas de Michel de Certeau. Ponderamos que os resultados não podem ser generalizáveis, permitindo, contudo, concluir que as práticas de gestão, embora sejam conduzidas pelas máximas “aprendizagem do aluno” e “melhoria das escolas”, carecem da “natureza educativa” ao passo que estão travestidas em atividades “burocráticas”, evidência significativa nas práticas de gestão em estudo. Na “arte de fazer” dos gestores, as necessidades e vontades de mudança estão latentes na articulação dos programas orientadores, na relação da escola com a comunidade envolvente, na comunicação interna e externa; no envolvimento das gestoras na escola, sustentado no trabalho colaborativo e na articulação entre as diversas estruturas educativas, no envolvimento da dimensão emocional do aluno. Embora a investigação se prenda aos aspectos da organização escolar, averiguamos que grande parte dos desafios narrados encontra-se no funcionamento escolar. Por último, é de referir que a capacidade de reflexão sobre o fazer gestão e a capacidade de reinventar o cotidiano não são suficientes para se ultrapassar constrangimentos no que diz respeito à gestão administrativa e pedagógica, à gestão curricular, à gestão de ensino, à gestão de sala de aula.
The main objective of this work is to investigate the meanings of management practiced in schools. Thus, a multiple case study is used and a qualitative paradigm is chosen, in order to interpret everyday life and realities that can be reflection enhancers. The empirical investigation was destined to the directors of grouping of schools and non-grouped schools, coordinating teachers, pedagogical supervisors, subdirectors and educational coordinators. To all of them were made individual interviews. The schools are located in Votuporanga-SP and Iturama-MG, in Brazil, and Coimbra, Cantanhede, Figueira da Foz, Porto and Leiria in Portugal. In the ways of management, the interpretive elements in Michel de Certea’s theory of practices is what we are looking for. We consider that the results can not be generalizable, but allow us to conclude that management practices are driven by the maximal “student learning” and “school improvement”, missing the “educational nature” while being transposed in “bureaucratic” activities. In the “art of making” of managers, the needs and wills of change are latent in the articulation of the guiding programs, in the relationship of the school with the surrounding community, in internal and external communication; In the involvement of the managers in the school, sustained in the collaborative work and in the articulation between the diverse educative structures, in the involvement of the emotional dimension of the student. Although research focuses on aspects of school organization, we find that a large part of the challenges are found in school functioning. Lastly, it should be noted that the ability to reflect on doing management and the ability to reinvent everyday life are not enough to overcome constraints regarding administrative and pedagogical management, curriculum management, teaching management, management of the classroom.
