La mondialisation des politiques d’égalité : du réformisme social au réformisme d’État

Abstract

Les transformations associées au processus de mondialisation sont ici évoquées à travers les modalités de mise en œuvre de la régulation sociale et le nouveau rôle qu’y jouent les organisations internationales, particulièrement dans le domaine des politiques d’égalité entre les sexes. Ces changements nous permettent de comprendre la philosophie politique qui sous-tend le passage du réformisme social au réformisme d’État, l’adoption du paradigme de la discrimination indirecte et son intégration dans les politiques générales. L’auteure consacre la majeure partie de l’article à mettre en évidence l’influence croissante des organisations internationales et des ONG transnationales quant à la formulation des politiques actuelles d’égalité. Enfin, elle évoque les difficultés liées au caractère mondialisé de ces politiques.

This text starts by discussing the transformations associated with the process of globalization in terms of ways of exercising social regulation and of the new role that international agencies have in this regulation, particularly in what concerns policies of equality between the sexes. The changes indicated allow us to understand the political philosophy that led from social reformism to state reformism and to the paradigm of indirect discrimination and mainstreaming. In the main part of the text, the author highlights the growing influence of international agencies and transnational NGO on the formulation of current equality policies. Finally, she addresses the difficulties brought to the prosecution of these policies by their globalised character.
