A União Europeia e a crise migratória. O terrorismo e o conflito sírio

Abstract

Os movimentos migratórios têm aumentado como resultado da crise atual. Como tal, a cooperação a nível bilateral, entre a União Europeia e os países vizinhos, e a nível multilateral são fundamentais para gerir com eficácia os movimentos forçados das pessoas e para ajudar no combate ao terrorismo. Na primeira parte da dissertação abordo os movimentos forçados da população. Analiso as estatísticas dos migrantes, as nacionalidades, as rotas migratórias, bem como os desafios que enfrentam os países africanos, europeus e do Médio Oriente. A crise dos refugiados deve ser considerada uma excelente oportunidade para a comunidade internacional mostrar solidariedade para com a Turquia e outros países de trânsito, de maneira a que estes consigam controlar os fluxos migratórios. A ameaça jihadista na Europa é um desafio complexo a que é necessário dar resposta com grande eficácia. Por esta razão, na segunda parte da minha dissertação abordo as temáticas do terrorismo e o conflito da Síria. Analiso o Daesh e as medidas necessárias para que seja possível a comunidade internacional e a União Europeia combaterem a ameaça terrorista e tentarem evitar ataques terroristas. A Estratégia de 2005, bem como as posteriores reformas na segurança são importantes no âmbito do contra-terrorismo. Analiso também o combate da Coligação Internacional contra o Daesh na Síria e no Iraque.Por último abordo o conflito na Síria. Intervir em e com os países terceiros nos países de origem dos migrantes é essencial para controlar e para reduzir o número de deslocados internos e de refugiados a aventurarem-se nas viagens através do Mar Egeu e do Mar Mediterrâneo para a Europa.

Migratory movements have increased as a result of the current crisis. As a consequence, bilateral cooperation between the European Union and neighboring countries and multilateral cooperation are fundamental to effectively managing the forced movements of people and to assist in the fight against terrorism. In the first part of the dissertation I discuss the forced movements of the population. I analyze migrant statistics, nationalities, migration routes, as well as the challenges facing African, European and Middle Eastern countries. The refugee crisis should be seen as an excellent opportunity for the international community to show solidarity with Turkey and other countries of transit so that they can control migration flows.The jihadist threat in Europe is a complex challenge that needs to be addressed with great effectiveness. For this reason, in the second part of my dissertation I deal with themes such as terrorism and the conflict in Syria. I analyze Daesh and the necessary measures for the international community and the European Union to combat the terrorist threat and try to avoid terrorist attacks. The 2005 Strategy as well as subsequent security reforms are important in counter-terrorism. I also analyze the Global Coalition to Counter Daesh in Syria and Iraq.Finally I discuss the conflict in Syria. Intervening in and with third countries in immigrants' countries of origin is essential to control and reduce the number of internally displaced persons and refugees that travel to Europe through the Aegean Sea and the Mediterranean Sea.
