At first, it analyzes the figure of the foreigner, taking history as background and starting from the idea that its events interfere in the way the foreigner was (is) seen and protected. This panorama starts from antiquity reaching postmodernity, verifying the context of the birth of International Migration Law and, especially, its establishment in the context of fragmentation of current International Law. From this, in the second chapter, this paper addresses the debate about the autonomy of International Migration Law. Finally, in the third chapter, in understanding for its non-autonomy, it is sought to understand what this means to the rights of migrants. In this sense, it advocates a pluralistic and humanistic perspective of the International MigrationLaw, through notions such as that of Kantian global citizenship, universal hospitality and glocality, in order to build it in a symbiotic relationship with Human Rights. The present dissertation brings some epistemological notes about International Migration Law .
