In this paper a discussion of the sociological specificity of the concepts of risk and of risk society is proposed, associating the latest concept to Western modernity and to a neoliberal logic. The concept of risk society does not attend to the irruption of uncertainty as a category of neoliberal governance and of reproduction of social inequalities. The recent turn to the notion of social resilience, and to the idea of resilient societies and communities, beyond not bringing any theoretical relevant innovation, reduces State responsibility and fundamental role in the structural safety of populations e in the capacity of resistance to disasters as citizenship right. It is argued, therefore, for the need to return toth studies of social vulnerability as an instrument to identify and empower underprivileged social groups, in a broader logic of participation and citizenship. |
