Abstract: Neste artigo procede-se a uma discussão da especificidade sociológica dos conceitos de risco e de sociedade de risco e da associação deste último à modernidade ocidental e a uma lógica neoliberal. O conceito de sociedade de risco não atende à irrupção da incerteza como categoria de governação neoliberal e de reprodução das desigualdades sociais. O recurso recente à noção de resiliência social, e aos seus desdobramentos em sociedades e comunidades resilientes, além de não trazer nenhuma inovação teórica relevante, aligeira a responsabilidade e o papel fundamental dos Estados na segurança estrutural das populações e na capacidade de resistência aos desastres como um direito de cidadania. Argumenta-se, assim, pela necessidade de retorno aos estudos da vulnerabilidade social como instrumento para identificação e empoderamento dos grupos sociais mais desfavorecidos, numa lógica abrangente de participação e de cidadania.
In this paper a discussion of the sociological specificity of the concepts of risk and of risk society is proposed, associating the latest concept to Western modernity and to a neoliberal logic. The concept of risk society does not attend to the irruption of uncertainty as a category of neoliberal governance and of reproduction of social inequalities. The recent turn to the notion of social resilience, and to the idea of resilient societies and communities, beyond not bringing any theoretical relevant innovation, reduces State responsibility and fundamental role in the structural safety of populations e in the capacity of resistance to disasters as citizenship right. It is argued, therefore, for the need to return toth studies of social vulnerability as an instrument to identify and empower underprivileged social groups, in a broader logic of participation and citizenship.
