As greves e a austeridade: ilações sobre o caso português

Abstract

Passados 40 anos sobre o 25 de abril de 1974, é bom lembrar que foi em nome da ideia de democracia – desde logo da democracia laboral e sindical – que muitas e emblemáticas lutas ocorreram com sucesso em empresas e locais de trabalho. Ora, a crise económica que o país atravessa serve hoje de pretexto para um reavivar as lutas sociais, ainda que os tempos de austeridade também sejam tempos de receio de perda do que se conquistou e, portanto, momentos de medo e resignação. Em bom rigor, parece que continuamos diante de formas de luta pela democracia, mas de uma democracia que foi posta em causa quando ela própria se permitiu trocar a noção de avanço civilizacional pela noção de retrocesso civilizacional, tantos são os sinais de congelamento e remoção de direitos sociais e sindicais fundamentais com que hoje cidadãos e trabalhadores são confrontados. Neste texto fornecem-se alguns contributos para uma “sociologia da greve” em tempos de austeridade. Assim, entre outros pontos, o fenómeno da greve é aqui cruzado com uma série de registos analíticos: democracia, ideologia, temporalidades, impactos, etc.

Forty years after the April 25, 1974, it is worth remembering that it was on behalf of the idea of democracy – namely labour and trade union democracy – that many emblematic struggles occurred successfully in enterprises and workplaces. The present economic crisis that Portugal is steel facing can be understood, from the beginning, as legitimate reason for reviving the social struggles, even if the times of austerity are also times of fear of loss of what has been achieved and, therefore, moments of fear and resignation. It seems that we continue on ways to fight for democracy, but a democracy that was called into question when itself allowed to replace the notion of civilizational progress by the notion of civilizational recession. In fact, workers and citizens are confronted today with many signs of freezing and removing fundamental social and labour rights. In this paper some contributions to a “sociology of the strike” in times of austerity are provided. So, among other things, the phenomenon of strike is here crossed with a number of analytical issues: democracy, ideology, temporalities, and impacts, etc.
