apropriada e optimizada. O aumento da produção das lamas ao longo dos últimos anos,
resultantes de maiores exigências em termos de tratamento de águas residuais urbanas bem
como do acréscimo da população servida por ETAR, representa um problema actual de
extrema importância.
Uma estratégia correcta de gestão de resíduos recomenda, quando não é viável uma redução
das quantidades produzidas, a valorização, em utilizações compatíveis com a qualidade obtida
após um tratamento adequado. A valorização agrícola de lamas com aproveitamento da
matéria orgânica e dos nutrientes, apoiada numa legislação bem fundamentada e pela posição
da Comissão Europeia que incentiva a utilização na agricultura desde que a sua qualidade seja
adequada, assume-se como uma solução privilegiada, particularmente nos solos portugueses,
deficitários em matéria orgânica.
A legislação comunitária que regulamenta a aplicação de lamas em terrenos agrícolas
encontra-se desactualizada e os documentos que têm surgido propõem uma regulamentação
mais restritiva que, a ser implementada, trará algumas consequências negativas para esta
opção de destino final de lamas. No entanto, as críticas emanadas por alguns organismos
competentes, assim como o atraso na publicação da revisão da Directiva, poderão
presumivelmente significar que algumas das alterações propostas não serão legisladas. Em
Portugal, com a implementação do Decreto-Lei n.º 118/2006 e mais recentemente com o
Decreto-Lei n.º 276/2009, a valorização agrícola de lamas ficou bem regulamentada, pondo
fim a um uso indiscriminado e a uma certa falta de controlo na utilização das lamas. Salientese
o facto de actualmente surgirem algumas novidades em termos de soluções para o destino
final das lamas, perspectivando-se eventuais alterações neste mercado.
Com este trabalho pretende-se analisar as perspectivas futuras para a utilização de lamas na
agricultura, comparativamente com outras opções de destino final, particularizando para o
caso das lamas produzidas nas ETAR pertencentes ao Sistema Multimunicipal de Saneamento
do Baixo Mondego e Bairrada. Sewage sludge produced in the WWTP is a waste that requires appropriate and optimized management. The increased production of sludge over the years, resulting in greater demands in terms of urban waste water treatment and the increase of the population served by WWTP, is a current problem of extreme importance. A proper strategy for waste management recommends, when it is not feasible to reduce the quantities produced, the recovery in uses compatible with the quality obtained after appropriate treatment. The recovery of agricultural use of sludge with organic matter and nutrients, supported by a well-founded law and the position of the European Commission, which encourages the use in agriculture if its quality is adequate, it is assumed as a preferred solution, particularly in Portuguese soil, deficient in organic matter. The community legislation that regulates the use of sludge on agricultural lands is outdated and the documents that have emerged offer more restrictive rules which, if implemented, will bring some negative consequences for this choice of final destination of sludge. However, the criticism made by competent organisms as well as the delayed publication of the Directive review, could presumably mean that some of the proposed amendments will not be legislated. In Portugal, with the implementation of Decree-Law n.º 118/2006 and more recently the Decree-Law n.º 296/2009, the agricultural recovery of sludge was well regulated, putting an end to indiscriminate use and a lack of control in the use of sludge. It is noted that currently there are some news in terms of solutions for the final destination of sludge, which will probably bring some changes in this market. This study aims to examine the future prospects for the use of sludge in agriculture, compared with other options for final destination, specifying the case of sludge produced in a WWTP belonging to the Multimunicipal Sanitation System of Baixo Mondego and Bairrada. |
