Reabilitação e Requalificação Urbana em Coimbra

Abstract

In today's geography, both rehabilitation and urban requalification have become topics of debate among geographers, largely because of the potential effects that this topic has on the main national and world urban centers, in which the city of Coimbra is obviously included.Bearing in mind the main theme of this dissertation, mentioned above, the general objective was to analyze and understand the importance of urban rehabilitation and requalification in cities and their historic centers, particularly in the study area. This objective was also the basis for the case study, which analyzed the contributions that both the programs and the interventions carried out have made to the city's historic center. On the other hand, a questionnaire was drawn up which aimed, among many other things, to focus on these two issues.The methodology used to prepare this dissertation has led to a satisfactory outcome and has also enriched this topic.As for the results obtained, the progress made by the cities was evident, largely due to the impact that the implementation of the various normative and guiding documents, as well as heritage and tourism, had on the revitalization and modernization of the historic centers. In the national context, the discussion around the impacts of the various urban rehabilitation and requalification programs/instruments later confirmed this trend for Coimbra's Historic Centre.It was precisely in this area of the city that the strategies, instruments and programs implemented made it possible, especially in the practical case, to give it a new image and territorial identity that had not been seen for a long time, and which became visible in the respondents' perceptions of the recent interventions carried out. However, from the questionnaire, there were many negative aspects identified by respondents that focused on the city´s downtown and the simultaneous implementation of various interventions that brought numerous constraints to users.

Na Geografia atual tanto a reabilitação como a requalificação urbana têm-se tornado em tópicos de debates entre as comunidades de geógrafos/geógrafas muito por causa dos potenciais efeitos que este tema exerce sobre os principais centros urbanos nacionais e mundiais, no qual a cidade de Coimbra está, evidentemente, incluída.Tendo em conta o tema principal da presente dissertação, mencionado anteriormente, delineou-se como objetivo geral analisar e compreender a importância que a reabilitação e requalificação urbanas exercem nas cidades e nos seus centros históricos, nomeadamente no da área de estudo. A concretização deste objetivo serviu, igualmente, de base para a elaboração do estudo de caso onde foram analisados os contributos que tanto os programas como as intervenções realizadas tiveram para o Centro Histórico da cidade. Por outro lado, procedeu-se à elaboração de um questionário que pretendeu, entre muitos outros aspetos, se focar nestas duas questões.A metodologia utilizada para a elaboração da presente dissertação permitiu um desfecho satisfatório e, ao mesmo, enriqueceu o presente tema.Quanto aos resultados obtidos, foram evidentes os progressos que as cidades tiveram muito por conta dos impactos que a implementação dos diversos documentos normativos e orientadores, assim como a patrimonialização e o turismo, tiveram para a revitalização e modernização dos centros históricos. No contexto nacional, a discussão em torno dos impactos dos diversos programas/instrumentos de reabilitação e requalificação urbana, permitiram confirmar essa tendência, mais tarde, para o Centro Histórico de Coimbra.Foi precisamente nesta área da cidade que as estratégias, instrumentos e programas executados permitiram, nomeadamente no caso prático, dar uma nova imagem e identidade territorial que há muito tempo não se verificava e que se tornaram visíveis nas perceções dos inquiridos sobre as recentes intervenções realizadas. Porém, a partir do questionário, foram muitos os aspetos negativos identificados pelos inquiridos que se incidiram na Baixa da cidade e na implementação simultânea de diversas intervenções que trouxeram inúmeros constrangimentos aos utentes.
