Luanda, discursos e práticas na distopia. Da Mutamba ao Marçal: Da leitura do território moderno ao projeto contemporâneo

Abstract

A Tese apresenta (com uso de metodologia de trabalho qualitativa e estudo de casos) análise crítica acerca das consequências formais da prática moderna - urbana e arquitectónica - desenvolvida em Luanda (entre os anos de 1950 e de 1970), na contemporaneidade. Assim, entre 1970 e 2020 (cinquenta anos imediatamente seguintes ao período moderno Kaluanda), são aqui analisados os anos que representam a maior expansão urbana deste território com marcas significativas de produção moderna, onde também se observaram profundas mudanças sociopolíticas, nomeadamente, da passagem de capital de colónia a capital de um novo país, hoje, a República de Angola. Como último refúgio da mais longa guerra civil africana, Luanda, já no seu período independente (aqui entendido como período pós-moderno), teve que aprender a gerir a relação direta das problemáticas resultantes (principalmente das realizações modernas) do seu desenvolvimento urbano, numa soma de tempos que absorveu as diferentes culturas Bantu, as circunstâncias da descolonização ocidental bem como a atual abertura à globalização. Apesar de ser um tema comum de análise em diversas disciplinas, em arquitetura, a abordagem sobre a concretização moderna Kaluanda é quase sempre feita, fora-de-portas, focada no objeto, ou seja, na leitura da realidade construída, por, sobretudo, falta de tempo de perceção da construção dessa modernidade, da sua vivência e, principalmente das gentes da terra. Por outro lado, internamente, a temática é muito pouco relacionada com a relevância dos seus aspetos técnicos e naturalmente relativizada, de forma simplista e até mesmo depreciativa, com o sistema colonial e o seu contexto sociopolítico ou ideológico.“Luanda, discursos e práticas na distopia” objetiva, portanto, a partir da leitura de uma realidade concreta “Da Mutamba ao Marçal” (eixo urbano moderno), um novo pensar cidade como um todo, relacionando diretamente o seu lastro operativo de desenvolvimento urbano moderno (estudo cronológico e programático) com a sua vivência urbana pós-moderna. A Tese apresenta ainda uma consequente produção de propostas como estratégias de desenvolvimento urbano e arquitetónico do território com suporte no que nos dias de hoje ainda se apresenta como de maior significado urbano cosmopolita, ou seja, propõe alternativas (hipóteses preliminares de trabalho para a salvaguarda, reabilitação e novas formas de integração do seu património moderno edificado) ao crescimento urbano distópico que vai construindo a imagem da Luanda contemporânea.

The Thesis presents (using a qualitative work methodology and case studies) a critical analysis of the formal consequences of modern practice - urban and architectural - developed in Luanda (between the 1950s and 1970s), in contemporary times. Thus, between 1970 and 2020 (fifty years immediately following the modern Kaluanda period), the years that represent the greatest urban expansion in this territory with significant marks of modern production are analyzed here, where profound sociopolitical changes were also observed, namely, the passage of capital of a colony to the capital of a new country, today the Republic of Angola. As the last refuge from the longest African civil war, Luanda, already in its independent period (here understood as the post-modern period), had to learn to manage the direct relation of the problems resulting (mainly from the modern achievements) of its urban development, in a sum of times that absorbed the different Bantu cultures, the circumstances of Western decolonization as well as the current openness to globalization. Despite being a common theme of analysis in several disciplines, in architecture, the approach to the modern concretion of Kaluanda is almost always done, out-of-doors, focused on the object, that is, on the reading of the built reality, by, above all, lack of time to understand the construction of this modernity, its experience and, mainly, the people of the land. On the other hand, internally, the theme is very little related to the relevance of its technical aspects and naturally relativized, in a simplistic and even derogatory way, with the colonial system and its socio-political or ideological context. “Luanda, discourses and practices in dystopia” aims, therefore, from the reading of a concrete reality “From Mutamba to Marçal” (modern urban axis), a new way of thinking about the city as a whole, directly relating its operative ballast of urban development modern (chronological and programmatic study) with its post-modern urban experience. The Thesis also presents a consequent production of proposals as strategies for the urban and architectural development of the territory based on what today still presents itself as of greater cosmopolitan urban significance, that is, it proposes alternatives (preliminary working hypotheses for safeguarding, rehabilitation and new forms of integration of its modern built heritage) to the dystopian urban growth that is building the image of contemporary Luanda.
