A influência das parcerias estratégicas da União Europeia no desenvolvimento das relações inter-regionais UE-UA. O caso da Estratégia Conjunta África-UE

Abstract

Esta dissertação aborda a temática do desenvolvimento das relações inter-regionais entre a União Europeia e a União Africana, através da utilização de parcerias estratégicas por parte da UE. Questiona, ainda, o modo como a Estratégia Conjunta África-UE se insere no processo de integração regional. Para o efeito, através de um Process Tracing analisam-se os mecanismos causais que ligam as parcerias estratégicas a este fenómeno, realizando um estudo comparado entre a integração europeia e africana, onde se apresentam os principais conceitos do regionalismo chegando à integração regional - que será vista numa perspetiva conciliadora de elementos funcionalistas e da governação supranacional -, para, posteriormente, se estabelecer uma analogia entre a perspetiva de integração europeia e o processo de integração africano, incluindo as motivações, as peculiaridades e o seu grau evolutivo. Continuando a avaliar as cadeias causais, são identificadas as principais particularidades das parcerias estratégicas da UE, averiguando a predisposição da UE e da UA para enveredarem por tais meios de cooperação, as ramificações políticas dos acordos firmados e o grau de institucionalização dos mesmos, dando prioridade a argumentos Liberais e Institucionalistas. Afunilando a pesquisa com o estudo de caso da Estratégia Conjunta África-UE, apresenta-se esta parceria estratégica particular, bem como a sua origem, evolução e objetivos atuais. A secção investiga os mecanismos de cooperação conjunta UE-UA numa série de mecanismos que caraterizam a JAES, avaliando o seu presente grau de eficiência, e termina com uma avaliação crítica do funcionamento desta parceria estratégica, apresentando resposta às questões de partida.

This dissertation addresses the development of inter-regional relations between the European Union and the African Union through the use of strategic partnerships by the EU. It also questions the way in which the Joint Africa-EU Strategy fits into the regional integration process. For this purpose, through Process Tracing, the causal mechanisms that link strategic partnerships to this phenomenon are analyzed, first with a comparative study between European and African integration, where the main concepts of regionalism are presented, leading up to the idea of regional integration - which will be analyzed from the conciliated outlooks of functionalism and supranational governance theories, anchored in a Liberal perspective -, to subsequently establish an analogy between the perspective of European integration and the African integration process, including its motivations, peculiarities and their evolutionary degree. Continuing to assess the causal chains, the main particularities of the EU's strategic partnerships are identified, investigating the predisposition of the EU and the AU to embark on such means of cooperation, the political ramifications of the signed agreements and the degree of their institutionalization, giving priority to Liberal and Institutionalist arguments. Funneling the research with the case study of the Joint Africa-EU Strategy, this particular strategic partnership is presented, as well as its origin, evolution and current objectives. This final section investigates the EU- AU joint cooperation mechanisms in a series of mechanisms that characterize the JAES, assessing its present degree of efficiency, and ends with a critical assessment of the functioning of this strategic partnership, responding to this study’s initial questions.
