Relatório de Estágio na Representação Permanente de Portugal junto da UNESCO - Reflexão Crítica sobre a Lista do Património Mundial

Abstract

O presente trabalho foi elaborado no âmbito do Mestrado de Património Cultural e Museologia e é um relatório do estágio realizado na Representação Permanente de Portugal junto da UNESCO, em Paris, de 15 de março a 15 de outubro de 2021, enquadrado no Programa de Estágios Curriculares do Ministério dos Negócios Estrangeiros. Ao longo do estágio pude acompanhar a forma de trabalhar da Representação portuguesa e da própria UNESCO e no contexto desta análise começam a surgir alguns padrões e tendências que considerei relevantes de expor. Sendo assim, é estabelecido o tema principal deste trabalho: uma reflexão crítica da Lista do Património Mundial, que se divide em quatro desafios. O presente trabalho pode ser dividido em quatro partes. A primeira diz respeito à UNESCO, como inserida no contexto das Nações Unidas, e ao seu trabalho na área da cultura e do património ao longo do tempo. É apresentado o conceito de património de uma perspetiva histórica, mas também a sua função na esfera internacional, nomeadamente na UNESCO. São ainda apresentadas com mais detalhe as Convenções da UNESCO para o património e a cultura, com especial incidência na Convenção de 1970 para a proteção do património mundial cultural e natural, os seus órgãos, o seu processo de tomada de decisões e o processo de inscrição de um bem na Lista do Património Mundial. A segunda parte apresenta-se num capítulo sobre as relações de Portugal e a UNESCO, desde o seu início atribulado até aos dias de hoje, acompanhado de uma apresentação dos bens inscritos em Portugal na Lista do Património Mundial. A terceira parte é uma apresentação das atividades realizadas no âmbito do estágio. Por fim, o último capítulo diz respeito à reflexão crítica da Lista do Património Mundial, onde apresento mais especificamente quatro desafios que identifiquei ao longo do estágio, mas mais concretamente ao longo da 44ª sessão do Comité do Património Mundial. Esses desafios são a distribuição geográfica, a relação entre as escolhas políticas e o saber científico, equilíbrio entre o desenvolvimento e a conservação e o futuro da Lista. Sendo assim, no presente relatório pretende apresentar-se os desafios da Lista do Património Mundial, bem como questionar o conceito de património mundial e as suas consequências.

The present work was prepared within the scope of the Master of Cultural Heritage and Museology and is a report of the internship carried out at the Permanent Delegation of Portugal at UNESCO, in Paris, from March 15 to October 15, 2021, within the Curricular Internship Program of the Ministry of Foreign Affairs. During the internship, I was able to follow the way of working of the Portuguese Representation and UNESCO itself, and in the context of this analysis, some patterns and trends began to emerge that I considered relevant to expose. Therefore, the central theme of this work is established: a critical reflection of the World Heritage List, which is divided into four challenges. This work can be divided into four parts. The first part concerns UNESCO, as inserted in the context of the United Nations, and its position in culture and heritage over time. The concept of heritage is presented from a historical perspective, but also its role in the international arena, namely in UNESCO. The UNESCO Conventions for Heritage and Culture are also presented in more detail, with a special focus on the 1970 Convention for the Protection of the World Cultural and Natural Heritage, its organs, its decision-making process, and the inscription process of property on the World Heritage List. The second part is presented in a chapter on the relations between Portugal and UNESCO, from its troubled beginnings to the present day, accompanied by a presentation of the properties inscribed in Portugal on the World Heritage List. The third part is a presentation of the activities carried out within the scope of the internship. Finally, the last chapter concerns the critical reflection of the World Heritage List, where I present more specifically four challenges that I identified during the internship, but more specifically during the 44th session of the World Heritage Committee. These challenges are geographic distribution, the relationship between political choices and scientific knowledge, the balance between development and conservation, and the future of the List. Therefore, this report intends to present the challenges of the World Heritage List, as well as question the concept of world heritage and its consequences.
