Modernização da Administração Pública e os Modelos de Governação

Abstract

O presente Relatório foi elaborado no âmbito do Mestrado em Administração Público-Privada da Faculdade de Direito da Universidade de Coimbra e da realização do estágio curricular no Serviço de Gestão de Recursos Humanos (SGRH), mais especificamente, na Divisão de Recrutamento e Gestão de Contratos, entre outubro de 2021 e fevereiro de 2022.A realização do estágio curricular, partiu da necessidade de interligar e articular os conhecimentos teóricos, adquiridos no domínio da formação académica, e a realidade da Administração Pública e, em particular, a área da gestão de recursos humanos.Os Serviços de Gestão de Recursos Humanos, que se encontram incluídos na estrutura da Administração da Universidade de Coimbra são, numa visão mais ampla, parte da administração pública portuguesa, a qual, nas últimas décadas, foi alvo de políticas de reforma e de modernização. Desta forma, pretende-se interligar este caminho com os princípios inerentes a diferentes modelos de governação. Ancorados nesta ideia partimos para a elaboração do trabalho agora apresentado, com recurso à revisão bibliográfica, bem como à observação e prática realizada no estágio.Assim, o Relatório encontra-se dividido em quatro grandes partes. A primeira é relativa à Reforma da Administração Pública, a segunda diz respeito aos modelos de governação, a terceira passa pela caracterização da Universidade de Coimbra e as suas estruturas, de forma a introduzir o Serviço de Recursos Humanos no qual foi realizado o estágio curricular e, por fim, a caracterização do trabalho realizado no estágio e consequentes conclusões e interligações com a revisão bibliográfica.

This report was carried out within the scope of the Master’s in Public-Private Administration of the Faculty of Law of the University of Coimbra and the completion of the curricular internship at the Human Resource Management Services, more specifically, in the Recruitment and Contract Management Division, between October 2021 and February 2022.The realization of the curricular internship was based on the need to link and articulate the theoretical knowledge acquired in the field of academic training and the reality of public administration, and the area of human resources management.The Human Resources Management Services, which are included in structure of the administration of University of Coimbra, are, in a broader view, part of the Portuguese public administration, which, recently, has been the target of reform and modernization policies. To do this, we intend to link this path with the principles inherent to different governance models. Anchored in this idea, we set out to prepare the work now presented, using the literature review and the observation and practice carried out during the internship.Thus, the report is divided into four major parts. The first one, concerns the Public Administration Reform, the second is about the models of governance, the third involves the characterization of the University of Coimbra and its structures, to introduce the Human Resources Service in which the curricular internship was done and, finally, the characterization of the work carried out in the internship and consequent conclusions and interconnections with the bibliographic review.
