A crise ucraniana e a transformação das dinâmicas de segurança na Europa Oriental

Abstract

A crise ucraniana pode ser entendida como o resultado de uma prolongada e crescente competição entre a União Europeia e a Rússia por poder e influência sobre a sua vizinhança partilhada na Europa Oriental. Contudo, mais do que o culminar de um processo, esta crise parece ter iniciado uma nova etapa nesta competição, tendo ela própria um contributo significativo para a transformação do espaço pós-soviético e das dinâmicas de segurança no contexto europeu alargado. É justamente este contributo que este artigo se propõe a analisar e problematizar. Para o efeito, procede-se ao mapeamento do contexto regional que conduziu à crise ucraniana e que dá o mote para a análise crítica do seu contributo para a transformação das dinâmicas de segurança na Europa Oriental, em particular nos casos da Ucrânia, Moldova e Bielorrússia. O artigo termina com uma reflexão sobre a Guerra na Ucrânia e o futuro da segurança europeia.

The Ukrainian crisis can be interpreted as the outcome of a protracted and increasing competition between the European Union and Russia for power and influence over their shared neighborhood in Eastern Europe. However, instead of marking the culmination of a process, this crisis seems to have started a new stage in this competition. Furthermore, it had a significant contribution to the transformation of the post-Soviet space and security dynamics in the wider European region. This article envisages to analyse and problematize this contribution. To do so, it starts by mapping the contextual setting leading to the Ukrainian crisis, thus setting the stage for a critical analysis of its contribution to the transformation of security dynamics in Eastern Europe, particularly in the cases of Ukraine, Moldova, and Belarus. The article concludes with some thoughts on the current war in Ukraine and the future of European Security.
