O (Cine-) Teatro Municipal e a Descentralização da Cultura - Estágio no Cine-Teatro Garrett

Abstract

This report was carried out within the scope of the curricular internship of the Master in Artistic Studies at the Faculty of Arts of the University of Coimbra. In addition to being a reflection on the six-month internship held at Cine-Teatro Garrett, this document is an assessment of the place, as a municipal cultural facility, and is also a study on the process of decentralization of culture in Portugal.During the internship and, subsequently, the writing of this report, it was possible for me to understand the fundamental role played by municipal theatres in the decentralization of culture, in Portugal. These are the places where the population and culture are brought together. However, it was also clear that much remains to be done for decentralization to become something more tangible in the Portuguese territory. This study shows that, for instance, investing in the construction and remodelling of these cultural spaces is not enough. It is essential that we continue investing in cultural services as a whole: being it in the design of norms and guidelines as to show how to the management of these spaces; in the training of qualified personnel, in the cooperation between central and local authorities, in the creation of programs of financial support and incentive to artistic production. In Portugal, culture must stop being treated as a mere leisure sector and start to be seen as a domain capable of contributing to the economic and social development of the inhabitants, the cities and the country.

O presente relatório foi realizado no âmbito do estágio curricular do Mestrado em Estudos Artísticos da Faculdade de Letras da Universidade de Coimbra. Para além de se tratar de uma reflexão sobre o estágio de seis meses realizado no Cine-Teatro Garrett, este documento é uma avaliação do local, enquanto equipamento cultural municipal, e é, também, um estudo sobre o processo de descentralização da cultura em Portugal.Durante o estágio e, posteriormente, a redação deste relatório, foi-me possível compreender o papel fundamental que os teatros municipais ocupam na descentralização da cultura em Portugal. Estes são espaços que aproximam as populações da cultura e tudo o que dela advém: a educação, a formação, o conhecimento. No entanto, também foi claro que ainda há muito a fazer para que a descentralização se torne algo ainda mais concreto no território português. Esta investigação demostra que não basta investir na obra física, ou seja, na construção e remodelação destes espaços culturais. É imprescindível continuar a investir nos equipamentos culturais no seu todo: na conceção de normas e diretrizes de gestão destes espaços; na formação de pessoal qualificado, na cooperação entre poder central e autárquico, na criação de programas de apoio financeiro e incentivo à produção artística. Em Portugal, a cultura tem de deixar de ser tratada como um mero sector de lazer e passar a ser observada como um meio capaz de contribuir para o desenvolvimento económico e social dos habitantes, das cidades e do país.
