Os Ciclos Económicos e a Atividade Turística em Portugal

Abstract

O objetivo deste Trabalho de Projeto consiste em analisar a sincronização dos ciclos económicos com a atividade turística em Portugal de 1999 a 2019. Selecionou-se o período correspondente à participação de Portugal na Zona Euro, isolando-se da análise os recentes efeitos perturbadores provocados pela pandemia de Covid-19. Ao longo dos anos, é reconhecida a importância do setor do turismo em Portugal e o seu enorme contributo para o crescimento económico do país, com destaque para 2019 ano histórico e sem precedentes para o setor no país. Contudo, sendo um setor muito exposto aos efeitos da sazonalidade, para melhor compreensão do seu comportamento cíclico e definição de estratégias de desenvolvimento futuras, torna-se necessário identificar a fase do ciclo económico e a correspondente etapa de evolução da atividade turística. Para o efeito é levado a cabo um estudo aplicado usando o filtro de Hodrick-Prescott através do qual o Produto Interno Bruto é decomposto nas suas componentes cíclica e de tendência, bem como o de alguns indicadores associados à atividade turística, nomeadamente, o número de dormidas por tipo de alojamento turístico, a população empregue no setor e os proveitos da atividade turística. Os resultados deste estudo sugerem a existência de uma forte sincronização entre o ciclo económico e a atividade turística em Portugal, sendo as fases de expansão (recessão) da economia portuguesa acompanhadas por uma evolução mais (menos) favorável na atividade turística em Portugal.

The objective of this Work Project is to analyze the synchronization of business cycles with tourism activity in Portugal from 1999 to 2019. The corresponding period to Portugal's participation in the Eurozone was selected, isolating from the analysis the recent disturbing effects caused by the Covid-19 pandemic. Over the years, the importance of the tourism sector in Portugal and its enormous contribution to the country's economic growth has been recognized, with emphasis on 2019, a historic and unprecedented year for the sector in the country. However, being a sector very exposed to the effects of seasonality, in order to better understand its cyclical behavior and define future development strategies, it is necessary to identify the phase of the business cycle and the corresponding stage of evolution of the tourism activity. For this purpose, an applied study is carried out using the Hodrick-Prescott filter through which the Gross Domestic Product is decomposed into its cyclical and trend components, as well as that of some indicators associated with tourism activity, namely, the number of overnight stays by type of tourist accommodation, the population employed in the sector and the income from the tourism activity. The results of this study suggest the existence of a strong synchronization between the business cycle and tourism activity in Portugal, with the expansion (recession) phases of the portuguese economy followed by a more (less) favorable evolution in tourism activity in Portugal.
