Abstract: A União Europeia tem revelado um esforço no sentido de promover políticas de eficiência energética relacionadas com todos os setores de atividade, procurando dinamizar a exploração de fontes de energia renováveis, apoiando a autossuficiência energética e estimulando a redução do consumo de energia obtida através de combustíveis fósseis. Sabe-se, hoje em dia, que uma significativa parcela (cerca de 40%) do consumo energético na União Europeia se deve aos edifícios, e sabe-se, igualmente, que este sector é responsável pela emissão de cerca de um terço do dióxido de carbono. A Diretiva 2010/31/EU dedicada à eficiência energética de edifícios representa um novo passo no sentido do aumento da eficiência energética dos edifícios, estabelecendo novas metas, mais ambiciosas, e incentivando os Estados-Membros a adotar medidas concretas que permitam uma maior poupança de energia nos edifícios. Prevê-se também a valorização gradual da promoção de eficiência energética dos edifícios existentes. Enquadrado nestas prioridades e de acordo com a metodologia proposta no Regulamento Delegado nº244/2012, o presente trabalho procura avaliar a rentabilidade económica de medidas de reabilitação energética, em edifícios multifamiliares anteriores a 1960 em Portugal. Serão estudadas medidas ao nível de isolamento da envolvente, dos vãos envidraçados, dos sistemas de aquecimento, arrefecimento e de preparação de águas quentes sanitárias, bem como a inclusão de energias renováveis. Para uma análise representativa do território nacional, considera-se as zonas climáticas de Coimbra, Évora, Porto e Bragança. Os resultados corroboram que o investimento em medidas de eficiência energética pode revelar-se rentável ao fim de trinta anos. A alteração da localização do edifício pode alterar o ponto de custo-ótimo devido à elevada flutuação das necessidades energéticas. As opções renováveis, embora reduzam significativamente o consumo de energia primária, não demonstram economias monetárias substanciais. Conclui-se também, que os níveis ótimos de rentabilidade obtidos encontram-se bastante desfasados dos requisitos mínimos de desempenho energético.
The European Union has unveiled an effort to promote energy efficiency policies related to all sectors of activity, looking for stimulate the exploration of renewable energy sources, supporting energy self-sufficiency and encouraging the reduction of energy consumption achieved by fossil fuels. It is known today that a significant portion (about 40%) of the energy consumption in the European Union is due to buildings, and it is also known that this sector is responsible for approximately one third of the carbon dioxide emissions. The Directive 2010/31/EU, dedicated to energy efficiency in buildings, represents a new step towards increasing the energy efficiency of buildings, establishing new targets, more ambitious, and encouraging the Member States to take concrete steps to allow better ways of energy savings in buildings. It is also expected a gradual promotion of energy efficiency of the existing buildings. Framed in these priorities and in accordance with the methodology proposed in the Commission Delegated Regulation No. 244/2012, this paper seeks to assess economic profitability of energy rehabilitation measures in multifamily buildings before 1960 in Portugal. Measures will be studied at the level of insulation, glazing, heating, cooling and hot water systems, as well as the inclusion of renewable energy. For a representative analysis of the national territory, is considered climatic zones of Coimbra, Évora, Porto and Bragança. The results corroborates that investment in energy efficiency measures may become profitable after thirty years. Changing the location of the building can change the point of cost-optimal due to the fluctuation of the energy needs. The renewable options, although the consumption of primary energy is significantly reduce, do not show substantial monetary savings. It was also concluded that the cost-optimal levels obtained are quite lagged of the energy performance requirements.
