Riscos naturais e tecnológicos no concelho de Miranda do Corvo

Abstract

A presente tese tem como objectivo a análise dos riscos naturais e tecnológicos no concelho de Miranda do Corvo. O estudo dos diferentes perigos existentes no concelho de Miranda do Corvo centralizou-se na análise do histórico de ocorrências fornecido pelos Bombeiros Voluntários de Miranda do Corvo, referente ao período entre 2000 e 2009, e pela análise do histórico de ocorrências fornecida pelo Comando Distrital de Operações de Socorro, referente ao período entre 2006 e 2009, bem como na análise de dados e estatísticas da Autoridade Nacional Florestal, do Plano Municipal de Defesa da Floresta Contra Incêndios e da Autoridade Nacional de Segurança Rodoviária. Procedeu-se à avaliação do risco com a aplicação de duas metodologias: a Oregon Emergency Methodology (OEM) e a metodologia ANPC/OHS que resulta da junção da metodologia utilizada pela Autoridade Nacional de Protecção Civil e a metodologia utilizada pela Occupational Health Safety. A avaliação permitiu identificar os riscos presentes no concelho, e hierarquiza-los. Os principais riscos identificados foram, em primeiro lugar os incêndios florestais seguidos dos acidentes rodoviários. Estes dois riscos surgem bastantes destacados em número de ocorrências dos restantes, que são as quedas de árvores, as inundações, os incêndios urbanos, os movimentos de massa, os acidentes tecnológicos e por último os atropelamentos e os outros acidentes com veículos. Associado ao baixo número de ocorrências, estes dois últimos riscos mencionados encontram-se destacados dos demais pelo reduzido impacto apresentado. No que refere à emergência no concelho de Miranda do Corvo, revelou-se que a estrutura de socorro está organizada e bem estruturada, o que se reflecte na forma célere e eficaz da resposta à emergência. Essa resposta a emergência é fundamentalmente influenciada pela distância ao quartel sede dos Bombeiros Voluntários de Miranda do Corvo. A presente tese fornece informações uteis para a gestão do risco no concelho de Miranda do Corvo, identificando os principais riscos naturais e tecnológicos e hierarquizando-os, bem como localizando as áreas das ocorrências no concelho. Além disso, pretende-se que esta tese seja um documento de apoio à gestão do risco municipal, no âmbito da prevenção, redução e mitigação do risco.

This thesis aims to analyze the natural and technological risks in the municipality of Miranda do Corvo. The study of the different dangers in the municipality of Miranda do Corvo focused on the analysis of historical events provided by the Volunteer Firemen of Miranda do Corvo, for the period between 2000 and 2009, and the analysis of historical events provided by the District Command of Assistance Operations, for the period between 2006 and 2009, as well as on the analysis of data and statistics of the National Forestry Authority, the Municipal Plan for Defense Forest Fire Authority and the National Road Safety. Finally, we proceeded to the evaluation of the risk by applying two methodologies: the Oregon Emergency Methodology (OEM) and the methodology ANPC/OHS, which results from the combination between both methodologies used by the National Authority for Civil Protection (ANPC) and the Occupational Health Safety (OHS). The evaluation of the risk allowed us to identify and rank the risks present in the municipality of Miranda do Corvo. The main risks identified were firstly forest fires followed by road accidents. These two risks differ widely in number of occurrences from the others, which are: falling trees, floods, urban fires, mass movements, technological accidents, pedestrian collisions and other accidents with vehicles. In addition to the low number of occurrences, the latter two risks mentioned are seconded by the low impact presented. Regarding the emergency in the municipality of Miranda do Corvo, this study revealed that the structure of the assistance is organized and well structured, which is reflected in a quick and effective response to the emergency. This response is primarily influenced by the distance to the headquarters of Volunteer Firemen of Miranda do Corvo. This thesis provides useful information for risk management in the municipality of Miranda do Corvo, identifying major natural and technological risks and hierarchizing them as well as locating areas of occurrences in the municipality. Furthermore, it is intended that this thesis works as a supporting document to the risk management of the municipality, in the prevention, reduction and mitigation of risk.
