Serviço de Informação Local ao Cidadão: Estudo de caso do Município de Cantanhede

Abstract

A presente dissertação foi elaborada no âmbito do Mestrado em CI, tem como tema o Serviço de Informação Local ao Cidadão (SILC), e desenvolve um estudo de caso do Município de Cantanhede, no sentido de aí ser implantado o referido serviço.O objetivo geral da dissertação é desenvolver uma proposta de um SILC a implantar no Município de Cantanhede; os objetivos específicos são perceber o contexto atual das Bibliotecas Públicas (BP); compreender o SILC, sua estrutura e dinâmica de funcionamento e, por fim, conhecer os serviços de informação do município, parte integrante do serviço a desenvolver.Em termos metodológicos, o estudo tem por base a pesquisa de caráter exploratório, descritivo e explicativo, de abordagem mista (quantitativa e qualitativa), composta por revisão de literatura, pesquisa documental e pesquisa bibliográfica, tendo por método essencialmente a observação. Foram ainda efetuadas várias visitas aos serviços de informação, onde se teve um contacto direto com as diferentes realidades, sendo a informaçao recolhida nestas ocasiões, usada para o desenvolvimento do trabalho.A dissertação que se apresenta conta com uma abordagem generalizada às visões e paradigmas da CI, seguido de um estudo sobre a Rede Nacional de Bibliotecas Públicas (RNBP) e respetivos desafios. Verificou-se a necessidade de um ajuste por parte das BP, no sentido de promover e valorizar a participação dos cidadãos nas mais diversas atividades, para que, por um lado, estes sintam este espaço como seu, e por outro lado, estando a contribuir para a formação de cidadãos civicamente ativos e participantes.Feito um enquadramento relativo ao Município, foram detalhadamente descritos os serviços de informação existentes – Arquivo, Biblioteca e Museu –, e feita a respetiva análise SWOT. Seguidamente, aborda-se o SILC, inicialmente, sob a forma de uma contextualização teórica, em que se apresenta a sua definição, objetivos e caraterísticas. É salientada a importância das redes digitais num serviço desta natureza, e, finalmente, são apresentadas de forma sucinta algumas orientações emanadas pelos órgãos internacionais relativamente a esta temática. Por fim, aborda-se a criação de um SILC no Município de Cantanhede, as etapas de implementação, que consistem na definição do caráter e cobertura do serviço, infraestruturas e recursos necessários, definição do funcionamento do serviço, local, horário, recursos humanos e recursos técnicos e tecnológicos, concluindo com uma análise SWOT. Conclui-se o trabalho com uma apreciação global dos resultados alcançados, e apresentação de algumas sugestões transversais ao serviço, consideradas pertinentes.

The present dissertation was elaborated within the scope of the master’s degree in Information Science, its theme is the Local Information Citizen Service, and it develops a case study of the Municipality of Cantanhede, to implement this service.The general objective of the dissertation is to develop a proposal for a Local Citizen Information Service to be implemented in the Municipality of Cantanhede. As to the specific objectives, they are to understand the current context of public libraries; understand the Local Citizen Information Service, its structure, and operating dynamics and, finally, to know the information services available in the Municipality of Cantanhede, as they are an integral part of the service aimed to be implemented.As to the methodology, the study is based on exploratory, descriptive and explanatory research, with a mixed approach (quantitative and qualitative), consisting of literature review, documentary research and bibliographical research, essentially using observation as a method. Several visits were also made to the information services, where there was a direct contact with the different realities, and the information made available on these occasions was used for the development of the work.This dissertation presents a generalized approach to the visions and paradigms of Information Science, followed by a study on the National Network of Public Libraries and respective challenges. There is a noticed need for an adjustment by the public libraries, to promote and value the participation of citizens in the most diverse activities, so that they feel this space as their own. On the other hand, the libraries are contributing for the formation of civically active and participating citizens.After framing the Municipality, the existing information services – Archive, Library and Museum – were described in detail, and the respective SWOT analysis was carried out. Then, the Local Citizen Information Service was approached, first, in the form of a theoretical context, in which it presents its definition, objectives and characteristics. The importance of digital networks in a service of this nature is highlighted, and, finally, some national and international guidelines regarding this theme are briefly presented.Finally, an approach for the creation of a Local Citizen Information Service in the Municipality of Cantanhede was made, considering the implementation stages, which consist on defining the character and coverage of the service, infrastructures and necessary resources, defining the operation of the service, location, timetable, human resources and technical and technological resources, concluding with a SWOT analysis. The work is concluded with a global assessment of the results achieved, and the presentation of some considerations about the service, considered pertinent.
