SICÓ – CIDADE REGIÃO SIMBIOSE DE POLOS URBANOS E FLUXOS EM ESPAÇO RURAL COMO CATALISADORES DE URBANIDADE

Abstract

Cities have long been an amalgamation of everything and nothing. They are the most complex human creation and they have never been talked about as much as they are today, because it is in their transformation that it is believed that many problems in contemporary society will be resolved. However, it has never been so difficult to say, after all, what the city is or if the city still exists. Ours is that of the post-city. We live in an urbanized world without cities and, therefore, everything is related to everything. To a greater or lesser extent, the entire urbanization of the world is interrelated and complemented through the programs and uses that are installed in it. With greater or lesser distance, the different types of urbanization settle in a territory and question the divisions that exist between them.In Portugal, the questioning of these divisions at different levels. From the outset, between the interior and the coast, parts of the territory that are not homogeneous, but also between the countryside and the city or town and villages, distinct but interdependent realities. In all the binomials, it is the lack of social and territorial cohesion that needs to be tackled, as its sustainability depends on it.An attempt has been made to combat this problem from territorial units that do not coincide with administrative boundaries, where the concept of City Region has a say.Sicó is the region I worked on. This mountain range is full of undiscovered attractions and worthy potentialities that deserve to be better used than what they are today. This dissertation seeks to show which tools are necessary for this territory to grow gradually and sustainably, thus occupying its place in a network of cooperation and connection.Cities are no longer thought of in a direct or linear way, that is, if in the past cities were a mirror of the society, they were part of, today cities are almost beings with their own lives that grow without a defined rule. This makes the conditions imposed on us by cities today to be very comprehensive, making it necessary to look beyond paper.This dissertation proposes to rehearse the concept of regional city, based on what some urban planners, architects, philosophers and geographers have studied on the subject, seeking to explore the basis that underpins the idea of city-region. Also addressing other points in view, such as the place that the concept of governance occupies in the discussion of the city-region, the importance of creating networks, its advantages and disadvantages and ending the thought about what new urbanity we are creating and if this is so different from what we know today.

As cidades são, há muito, uma amálgama de tudo e de nada. São a criação humana mais complexa e nunca se falou delas tanto como hoje, porque é na sua transformação que se acredita que se conseguirão resolver muito problemas da sociedade contemporânea. Porém, nunca houve tanta dificuldade em dizer, afinal, o que é a cidade ou se a cidade ainda existe. A nossa era é a da pós-cidade. Vivemos num mundo urbanizado sem cidades e, por isso, tudo está relacionado com tudo. Com maior ou menor intensidade, toda a urbanização do mundo se inter-relaciona e complementa através dos programas e dos usos que nela se instalam. Com maior ou menor distância, os diferentes tipos de urbanização instalam-se num território e questionam as divisões que existem entre eles.Em Portugal, o questionamento destas divisões em diferentes níveis. Desde logo, entre o interior e o litoral, partes do território que não são homogéneas, mas também entre o campo e a cidade ou cidade e aldeias, realidades distintas, mas interdependentes. Em todos os binómios, é a falta de coesão social e territorial que é preciso combater, pois disso depende a sua sustentabilidade.Tem-se tentado combater este problema a partir de unidades territoriais que não coincidem com os limites administrativos, onde o conceito de Cidade Região tem uma palavra a dizer. Sicó é a região sobre a qual trabalhei. Esta serra é cheia de atrativos por descobrir e potencialidades dignas de registo que merecem ser mais bem aproveitadas do que aquilo que são hoje. Esta dissertação procura mostrar quais as ferramentas necessárias para que este território possa crescer de forma gradual e sustentável, ocupando assim o seu lugar numa rede de cooperação e ligação. As cidades já não são pensadas de uma forma direta ou linear, isto é, se antigamente as cidades eram um espelho da sociedade que inseriam, hoje, as cidades são quase seres com vida própria que crescem sem regra definida. Isto faz com que as condicionantes que nos são impostas pelas cidades, atualmente, sejam muito abrangentes, sendo necessário olhar para além do papel. Esta dissertação propõe-se ensaiar o conceito de cidade regional, tendo por base o que alguns urbanistas, arquitetos, filósofos e geógrafos estudaram sobre o assunto procurando assim explorar a base que alicerça a ideia de cidade região. Abordando também outros pontos em vista, tais como, o lugar que o conceito de governança ocupa na discussão da cidade região, a importância de criar redes, as suas vantagens e desvantagens e acabando com o pensamento sobre que nova urbanidade que estamos a criar e se esta é assim tão diferente da que conhecemos atualmente.
