Abstract: A Dissertação aqui apresentada, faz parte do tema B da cadeira de Seminário de Investigação 2020/2021, “CABO DO MUNDO 21 - Projeto para uma Cidade Urgente POST-COVID e POST-CARBONO”. Este surgiu de um debate sobre os impactos da Pandemia COVID-19 (pós-2019) e da prevista Descarbonização da vida urbana (até 2050) na conceção de novos habitats humanos. Usou-se como objeto de estudo, a Refinaria do Cabo do Mundo, em Leça da Palmeira, no intuito de a tornar numa “cidade-parque” totalmente descarbonizada, com base em novos programas arquitetónicos. Para tal, foram criadas três etapas: uma de proposta de turma, uma de proposta de grupo e, por último, uma de proposta individual.O objetivo principal desta tese surge com a proposta de Reconversão Urbana da Refinaria da GALP, em Leça da Palmeira, criando o propósito de estabelecer ligações urbanas entre este antigo enclave industrial e a paisagem urbana e natural em torno do mesmo. Assim, propõe-se desenvolver uma reflexão sobre as problemáticas da regeneração e mobilidade urbana, bem como da reconversão de infraestruturas industriais, no sentido de elaborar uma estratégia de projeto urbano sustentável.Numa primeira fase, procurou-se perceber o impacto da implantação da Refinaria, ao longo dos anos, no meio físico e social em que está inserida. Após esta análise, procurou-se a criação de uma solução coesa em toda a envolvente, sobretudo ao longo da costa atlântica, através da proposta de uma Mata Atlântica, entre o Farol da Boa Nova e a Praia do Cabo do Mundo. A proposta estende-se à recuperação da quadrícula de infraestruturas existentes na Refinaria, com especial destaque para a adequação de uma via diagonal rodoviária, a qual se torna no elemento de ligação principal Nordeste - Noroeste (A28 – Cabo do Mundo).Pretende-se, ainda, criar enfoque para a extensão da rede de Metro existente, um meio de mobilidade urbana sustentável, que passará a ligar o Aeroporto Sá Carneiro a Leça da Palmeira. Esta extensão, da Linha E do Metro do Porto, e a sua articulação com outros meios de transporte, foi o que desencadeou a minha curiosidade e motivou a elaboração do meu Projeto e da minha Dissertação de Mestrado. Numa segunda e terceira abordagem procurou-se desenvolver a continuação de um braço verde – a Mata Atlântica –, para o interior do território, reconvertendo os elementos industriais remanescentes e desenhando um novo Interface de transportes, entre a extensão da Linha de Metro, uma central de camionagem (autocarros públicos e turísticos) e outros meios de mobilidade suave (por ligação a uma nova rede de ciclovias).
The Dissertation here presented, is part of B Topic of the 2020/2021 Research Seminar Chair, “CAPE OF THE WORLD 21 - Design for a POST-COVID and POST-CARBONO Urgent City”. This arose from a debate on the impacts of Pandemic COVID-19 (post-2019) and the predicted Decarbonisation of urban life (by 2050) on the design of new human habitats. The object studied was the Cabo do Mundo Refinery, in Leça da Palmeira, with the aim of turning it into a totally decarbonized “garden city”, based on new architectural programs. For this purpose, three stages were created: a class proposal, a group proposal, and, finally, an individual proposal.The main objective of this thesis arises with the proposal of Urban Reconversion of the GALP Refinery, in Leça da Palmeira, creating the purpose of establishing urban connections between this old industrial enclave and the urban and natural landscape around it. Thus, it is proposed to develop a reflection on the issues of urban regeneration and mobility, as well as the reconversion of industrial infrastructures, in order to elaborate a sustainable urban design strategy.In the first phase, it was sought to understand the impact of the implementation of the refinery, over the years, in the physical and social environment in which it is inserted. After this analysis, an attempt was made to create a cohesive solution throughout the surrounding area, especially along the Atlantic coast, through the proposal of an Atlantic Forest, between Boa Nova Lighthouse and Praia do Cabo do Mundo. The proposal extends to the recovery of the existing infrastructure grid in the Refinery, with special emphasis on the adequacy of a diagonal road, which becomes the main connection element Northeast - Northwest (A28 - Cabo do Mundo).It is also intended to create a focus for the extension of the existing Metro network, a means of sustainable urban mobility, which will connect Sá Carneiro Airport to Leça da Palmeira. This extension, of the E Line of the Oporto Metro, and its articulation with other means of transport, was what triggered my curiosity and motivated the preparation of my Project and my Master’s Dissertation. In a second and third approaches, we tried to develop the continuation of a green arm - the Atlantic Forest -, towards the interior of the territory, reconverting the remaining industrial elements and designing a new transport interface, between the extension of the Metro line, a central bus station (public and tourist buses) and other means of soft mobility (by connecting it to a new cycling network).
