Relatórios de Estágio e Monografia intitulada “Estudo comparativo do Código Deontológico Farmacêutico e da Legislação, no Âmbito da Farmácia de Oficina”

Abstract

A etapa final do Mestrado Integrado em Ciências Farmacêuticas compreende a realização de estágios curriculares nas diversas áreas do medicamento, onde se incluem as áreas de farmácia comunitária e de assuntos regulamentares do medicamento, nas quais realizei estágios. O estágio de farmácia comunitária decorreu na Farmácia Lamar, durante um período de 4 meses, com o propósito de adquirir os conhecimentos práticos da realidade de farmácia comunitária, os quais são edificados nas aprendizagens reunidas ao longo dos cinco anos do Mestrado Integrado em Ciências Farmacêuticas. Relativamente à área de assuntos regulamentares do medicamento, a qual é amplamente trabalhada e desenvolvida na Autoridade Nacional do Medicamento e Produtos de Saúde, I.P., INFARMED, I.P., instituição na qual, no decurso de 3 meses, estagiei e, na qual contactei com profissionais que diariamente se debruçam sobre as diversas problemáticas subjacentes a esta área, sendo o estágio em si maioritariamente direcionado para a intervenção da Comissão Nacional de Farmácia e Terapêutica. A avaliação dos estágios curriculares é executada através da análise SWOT, ponderando nas suas Forças, Fraquezas, Oportunidades e Ameaças, as quais estão inseridas no presente documento. Concomitantemente, foi elaborada uma monografia com o objetivo de detetar as discrepâncias existentes na legislação quando comparadas com as orientações fornecidas pelo Código Deontológico e evidenciar aqueles que considero que serão os desafios futuros para a Legislação Farmacêutica, tendo por base os dilemas éticos derivados das novas tecnologias de saúde e das alterações das normas morais. A concretização destes objetivos deu-se através de uma análise comparativa entre a Legislação Farmacêutica, compilada pelo INFARMED, I. P., pertinente no âmbito do exercício profissional do farmacêutico, e o Código Deontológico Farmacêutico e uma pesquisa sistemática através do banco de dados, PubMed, para identificar a literatura pertinente, com as expressões chave “pharmaceutical legislation” e “pharmaceutical deontology”, seguida de uma compilação das várias informações relevantes para o tema desta dissertação. Finda a exposição de algumas das problemáticas que inquietam o farmacêutico contemporâneo, reforça-se a necessidade de uma revisão legislativa no que diz respeito às normas de funcionamento das farmácias comunitárias e do medicamento.

The final stage of the Integrated Master in Pharmaceutical Sciences consists on the realization of curricular internships in the various areas of pharmacy, which include the areas of community pharmacy and regulatory matters of pharmaceuticals, in which I performed internships. The community pharmacy internship took place at Farmácia Lamar, during a period of 4 months, with the purpose of acquiring the practical knowledge of the reality of community pharmacy, which are built on the learning gathered over the five years of the Integrated Master in Pharmaceutical Sciences.Regarding the regulatory affairs area of pharmaceuticals, which is widely worked on and developed at the National Authority for Medicines and Health Products, I.P., INFARMED, I.P., an institution where, during the course of 3 months, I performed an internship and, in which I contacted professionals who daily deal with the various problems underlying this area, the internship itself being mostly directed towards the intervention of the National Pharmacy and Therapeutics Commission. The evaluation of curricular internships is performed through SWOT analysis, considering their Strengths, Weaknesses, Opportunities and Threats, which are included in this document. Concomitantly, a monograph was prepared with the objective of detecting the discrepancies existing in the legislation when compared with the guidelines provided by the Pharmaceutical Code of Ethics and highlighting those that I believe will be the future challenges for the Pharmaceutical Legislation, based on the ethical dilemmas derived from the new technologies. health and changes in moral norms.The achievement of these objectives took place through a comparative analysis between the Pharmaceutical Legislation, compiled by INFARMED, I.P., pertinent in the scope of the professional practice of the pharmacist, and the Pharmaceutical Code of Ethics and a systematic search through the database, PubMed, to identify the pertinent literature, with the key phrases "pharmaceutical legislation" and "pharmaceutical deontology", followed by a compilation of various information relevant to the theme of this dissertation.At the end of the presentation of some of the problems that concern contemporary pharmacists, the need for a legislative revision with regard to the rules of operation of community pharmacies and pharmaceuticals is reinforced.
