O lugar do aeroporto, uma estratégia para a sua reabilitação.

Abstract

Pretende-se com o tema da dissertação, desenvolver uma reflexão sobre os problemas urbanos e sociais da zona envolvente ao aeroporto de Santa Maria e designada Lugar do Aeroporto, e que permitam apontar medidas para a reabilitação do tecido urbano e paisagístico e revitalização social.O Lugar do Aeroporto, abrange doze zonas habitacionais, equipamentos coletivos e largas áreas de espaços verdes. A classificação como de interesse público em 2015, reconheceu a singularidade do Lugar do Aeroporto no contexto do Arquipélago e a sua contribuição para a história moderna da ilha e dos Açores, permitindo regrar as intervenções descontroladas e salvaguardar os valores de identidade e autenticidade.A transmissão de propriedade da ANA Aeroportos para o Governo Regional, permitiu a assunção de um gestor responsável pela conservação do Bairro e permitiu desencadear procedimentos administrativos para a definição de estratégias de reabilitação. Como tal, surge como essencial o envolvimento dos residentes, da população do concelho, das entidades locais e regionais, mas para tal serão necessárias ações de sensibilização e divulgação dos valores históricos e patrimoniais em causa como potencial para o desenvolvimento socio económico do concelho.A ampliação da área construída, através da ocupação do espaço livre, a definição de regras urbanísticas ajustadas ao edificado existente e a construir, a implantação de atividades económicas comerciais, turísticas e culturais, são algumas das medidas que ao serem adotadas e implementadas poderão ter como resultado a conservação dos valores e a perpetuação do património edificado e paisagístico.

The purpose of this dissertation is to develop a reflection on the urban and social problems of the surrounding area at Santa Maria Airport and designated as Lugar do Aeroporto, and to identify measures for the rehabilitation of the urban and landscape and social revitalization.Lugar do Aeroporto, covers twelve housing areas, collective equipment and wide areas of green spaces. The classification as a public interest in 2015 recognized the uniqueness in the context of the Archipelago and its contribution to the modern history of the island and the Azores, allowing to regulate uncontrolled interventions and safeguard the values of identity and authenticity.The transfer of ownership of ANA Aeroportos to the Regional Government allowed the assumption of a manager responsible for the preservation of the place and allowed the initiation of administrative procedures for the definition of rehabilitation strategies. As such, it is essential to involve the residents, the population of the county, local and regional entities, but for this, will be necessary actions to raise awareness and dissemination of the historical and heritage values in question as potential for the socio-economic development of the county.The expansion of the built area, through the occupation of free space, the definition of urban rules adjusted to the existing building and the construction, the implementation of commercial, tourist and cultural economic activities, are some of the measures that, when adopted and implemented, preservation of values and the perpetuation of built and landscape heritage.
