Centro Comunitário e Interpretativo de Marvila - Cidade, Cidadania e Pedagogia na coesão urbana, social e comunitária

Abstract

Esta dissertação engloba um projeto que pretende cerzir a malha urbana da freguesia deMarvila, em Lisboa, promovendo a ligação e a transição de espaços, a conexão com a cidadee a mobilidade dos cidadãos.Ao pensar nesta estratégia, não podemos deixar de refletir, analisar e contextualizar Marvilacomo objeto de estudo. É um território desconexo, fragmentado e sem coesão com o resto dacidade, sob o ponto de vista urbanístico. Pretende-se projetar um plano que contrarie o estadoatual, criando ligação urbana, social e comunitária. Para tal, é necessário restruturar a novamalha urbana (ponto-chave), oferecendo percursos, espaços verdes, equipamentos esustentabilidade.No âmbito do tema, é fundamental pensar no território como um todo e não focar apenas oobjeto específico, pensando como se deve melhorar esta freguesia para garantir aos seushabitantes uma melhor qualidade de vida. Naturalmente, uma coesão social e cultural não sepode limitar apenas a um micro nível nem ser entendida à escala individual, devendo antesintegrar-se numa dinâmica própria e específica, traduzindo-se na expressão “fazer local,pensar global”. Para responder a tais necessidades, desenvolveu-se, numa primeira fase, emtrabalho de grupo, o remate de um “corredor urbano” que liga Cidade, Cidadania e Pedagogia,por integrar um Centro Comunitário e Interpretativo, apoiando a Escola Básica de Marvila aliexistente, áreas verdes e espaços de convívio urbano.Para estabelecer contacto entre a dimensão urbana e social, foi fundamental quebrar oimpacto urbano, as linhas férreas existentes e a prevista Terceira Travessia do Tejo. Sendoestes elementos “fraturantes” do território, esta “cicatrização” far-se-á recorrendo a espaçosverdes e atividades lúdicas integradas nos mesmos.Partindo para o objetivo individual, ao longo do seminário de investigação, existiu apreocupação de desenvolver questões de índole cultural e social. Foram escolhidas comofoco as problemáticas relacionadas com a (infra)estrutura e com a regeneração urbana sobreMarvila, através dos instrumentos e das escalas de Projeto Urbano.O intuito desta proposta consiste na sua idealização de forma racional, dando continuidadeao projeto apresentado no Concurso Prémio Universidades Trienal de Arquitetura de Lisboade 2019. O projeto de arquitetura e a escrita desta dissertação abordam o desenvolvimentode um equipamento chave - o Centro Comunitário e Interpretativo de Marvila. O edifícioproposto localiza-se no terreno onde anteriormente, na década de 1990, se inseriria o projetoda nova sede da Fundação Luso-Brasileira, desenhado por Oscar Niemeyer junto às ruínasdo Palácio dos Alfinetes.

This dissertation encompasses a project that aims to darn the urban fabric of the parish ofMarvila, in Lisbon, promoting the connection and transition of spaces with the city and themobility of citizens.When thinking about this strategy, we cannot fail to reflect, analyze and contextualize Marvilaas an object of study. It is a disconnected territory, fragmented and without cohesion with therest of the city from an urban point of view. It is intended to design a plan that contradicts thecurrent state, creating na urban, social and community connection. To this end, it is necessaryto restructure the new urban network (key point), offering paths, green spaces, equipment andsustainability.Under the theme, it is essential to think about the territory as a whole and not focus only onthe specific object, thinking how to improve this parish for a better quality of life for itsinhabitants. Naturally, social and cultural cohesion cannot be limited to just a micro level andto an individual scale, but rather to put itself dynamic and translate the expression “do local,think global”. In order to respond to these needs, it was developed in a first phase in groupwork, the finishing of an “urban corridor” linking City, Citizenship and Pedagogy, as part of aCommunity and Interpretive Center, supporting the existing Marvila Basic School, green areasand urban living spaces.In order to establish contact between the urban and social dimension, it was essential to breakthe urban impact, the existing railway lines and the planned Third Crossing of the Tagus river.Since these elements are “fracturing” in the territory, this “healing” will take place using greenspaces and recreational activities integrated in them.Getting to the individual objective, throughout over the research seminar, we sought to developquestions of cultural and social nature. Focus was given to the problems of (infrastructure) andurban regeneration, over Marvila, through the instruments and scales of Urban Design.The purpose of this proposal is to idealize it in a rational way, continuing the project proposedin the Lisbon Architecture Triennale competition. The architectural design and writing of thisdissertation addresses the development of a key piece of equipment - the Marvila Communityand Interpretive Center. The proposed building is located on the land where previously, in the1990s, would be inserted the project for the new headquarters of the Luso-BrazilianFoundation, designed by Oscar Niemeyer, next to the ruins of the Palácio dos Alfinetes.
