Cidadãos Ativ@s: o papel das organizações da sociedade civil

Abstract

Este relatório, intitulado Cidadãos Ativos: o papel das organizações da sociedade civil, resulta do trabalho desenvolvido durante o estágio curricular realizado na Fundação Bissaya Barreto, no âmbito do Programa Cidadãos Ativ@s/EEA Grants, no gabinete de planeamento e apoio às Organizações Não Governamentais (ONG). O Programa Cidadãos Ativ@s, financiado pelos EEA Grants (European Economic Area Grants), e com uma dotação de 11 milhões de euros, tem como objetivo fortalecer a Sociedade Civil, reforçar a cidadania ativa e empoderar os grupos vulneráveis, através do financiamento de projetos de intervenção social promovidos por ONG. A revisão da literatura permite afirmar que as ONG, enquanto organizações da sociedade civil, têm a capacidade de promover a participação da sociedade civil, e consequentemente o exercício de uma cidadania ativa. Ao serem criadas por grupos de cidadãos que, no exercício da sua cidadania, se reúnem para participarem na definição dos seus direitos e deveres, e para empreender esforços que permitam a melhoria da sua qualidade de vida, estas organizações têm também como preocupação central a supressão das necessidades dos indivíduos a que o Estado e o Mercado não dão resposta, ou dão respostas deficientes. Assim, as ONG foram o grupo-alvo a quem se destinou, em última instância, o trabalho desenvolvido durante o estágio curricular, no sentido de as auxiliar e capacitar para que pudessem depois concretizar os seus objetivos e trabalhar com a sociedade civil, enquanto motores do seu desenvolvimento, envolvimento e empowerment.

This dissertation, named Active Citizens: the role of civil society organizations, is the result of the work carried out during the curricular internship that took place at Bissaya Barreto Foundation, under the Active Citizens Fund in Portugal/EEA Grants, at the planning and Non Governmental Organisations support office. The Active Citizens Fund in Portugal financed by the EEA Grants (European Economic Area Grants), with a total budget of 11 million euros, aims to strengthen civil society and active citizenship and to empower vulnerable groups, by funding social intervention projects promoted by NGOs. The review of the literature allows us to say that, as civil society organizations, Non Gorvernmental Organisations have the ability to promote civil society’s participation and, therefore, an active citizenship. Once they are created by citizens that, in the exercise of their citizenship, gather to participate in the definition of their rights and duties, and to undertake efforts that allow the improvement of their quality of life, these organizations have also, as their main concern, the elimination of needs of individuals to which the State and the Market does not respond or provide poor responses. Thus, NGOs were the target group for whom it was intended, ultimately, the work done during the internship, in order to support and enhance capacity so that they could then achieve their goals, and work with the civil society, as engines of their development, participation and empowerment.
