O Papel da Burocracia na Administração Pública

Abstract

Com a realização deste relatório de estágio, pretende-se elencar as atividades realizadas ao longo do estágio e analisar o papel que a burocracia desempenha na administração pública, partindo da análise dos procedimentos concursais quer em termos gerais, quer através dos procedimentos concursais que decorreram durante o estágio. Para tal, é realizado um estudo sintético onde é abordado o conceito de burocracia, desde o seu surgimento até á atualidade, e de como esta tem-se modernizado e alterado ao longo dos anos através das várias reformas administrativas, analisando ainda se estas reformas administrativas têm sido suficientes para atender às necessidades dos cidadãos.O objetivo do relatório de estágio é compreender qual a importância que a burocracia tem na administração pública e se esta é utilizada corretamente ou se apenas tem sido sinonimo de morosidade e causadora de complicações na atuação da administração pública, principalmente na administração local, avaliando para isso, se existem excessos na sua utilização e qual o papel as Tecnologias da Informação têm atualmente na Administração Pública. Para este fim é analisado se as disfunções têm ou não um peso superior aos benefícios associados à burocracia, principalmente na eficiência e na efetividade desta. Esta investigação é realizada através dos procedimentos concursais, onde é abordada a burocracia envolvente, desde a abertura até ao encerramento do procedimento concursal. Será por isso também analisado o tempo decorrente entre o início e o fim de um procedimento, e os passos que têm de ser dados, tendo em conta o que foi observado durante o estágio, para isso serão elencados os procedimentos concursais que decorreram durante o estágio, assim como os métodos de seleção e as características de cada procedimento tendo sempre em conta o tempo que o procedimento demora e os passos necessários para a sua realização.

The purpose of this internship report is to list the activities carried out throughout the internship and to analyze the role that the bureaucracy plays in the public administration, starting from the analysis of the tender procedures both in general terms and through the competition procedures that took place during the internship. To this end, a synthetic study is carried out in which the concept of the bureaucracy is addressed, from its emergence to the present day, and how it has modernized and changed over the years through the various administrative reforms, also analyzing whether these administrative reforms have been sufficient to meet citizens' needs.The objective of the internship report is to understand the importance of bureaucracy in public administration and whether it is used correctly or whether it has only been synonymous with slowness and causing complications in the performance of public administration, especially in local administration, assessing for this purpose whether there are excesses in its use and what role Information Technology currently plays in Public Administration. To this end, it is analyzed whether the dysfunctions carry more weight than the benefits associated with bureaucracy, especially in its efficiency and effectiveness.This investigation is carried out through the tender procedures, where the surrounding bureaucracy is addressed, from the opening to the closure of the tender procedure. Therefore, the time that elapses between the beginning and the end of a procedure, and the steps that must be taken, taking into account what was observed during the internship, will also be analysed. To this end, the tender procedures that took place during the internship will be listed, as well as the selection methods and the characteristics of each procedure, always taking into account the time that the procedure takes and the steps necessary to carry it out.
