Qualidade e modernização da Administração Pública: O caso do processo de transição e implementação do SNC-AP

Abstract

Num contexto onde o desenvolvimento tecnológico prevalece cada vez mais na nossa sociedade, a Administração Pública não pode permanecer indiferente a esse facto, estando obrigada a acompanhar esse mesmo progresso ao adaptar-se às exigências do mundo atual, correndo o risco de ficar para trás e não conseguir responder às necessidades que lhe são impostas podendo gerar graves problemas não só para a própria Administração Pública mas para todo o país. Para tal, é necessário que esta se modernize, desburocratize e se reinvente e, nesse sentido, o Sistema de Normalização Contabilística para as Administrações Públicas (SNC-AP) é o rosto e a materialização prática dessa modernização que tem sido levada a cabo, constituindo o principal objeto de estudo deste relatório. Este estudo teve como propósito perceber, compreender e analisar de que forma a Administração Pública se tem vindo a adaptar às novas (e velhas) exigências da sociedade e dos Estados, bem como perceber em que medida a implementação do SNC-AP tem contribuído para essa evolução, modernização, simplificação e desburocratização. Para este efeito, foi realizado um estudo de caso. O que os resultados demonstram no que concerne ao processo de transição e implementação do SNC-AP é que este foi globalmente positivo, no qual todas os sete parâmetros analisados registaram valores positivos, ainda que alguns deles tenham registado valores relativamente modestos. Houve também algumas falhas relatadas de carater técnico e ainda algumas queixas relativamente ao próprio SNC-AP.

In a context where technological development is prevailing more and more in our society, the Public Administration cannot remain indifferent to this fact, being obliged to accompany this same progress by adapting to the demands of the current world, facing the risc of being left behind and unable to respond to the needs imposed on it, which can cause serious problems not only for the Public Administration itself but for the whole country itself. For this, it is necessary that the Public Administration modernize, reduce bureaucracy and reinvent itself and, in this sense, the Accounting Standardization System for Public Administrations (SNC-AP) is the face and the practical materialization of this modernization that has been carried out, constituting the main object of study of this report. The purpose of this study was to understand, understand and analyze how Public Administration has been adapting to the new (and old) demands of society and States, as well as understanding the extent to which the implementation of the SNC-AP has contributed to this. evolution, modernization, simplification and red tape. For this purpose, a case study was carried out. What the results show with regard to the transition and implementation process of the SNC-AP is that it was globally positive, in which all seven parameters analyzed registered positive values, although some of them registered relatively modest values. There were also some reported technical failures and some complaints regarding the SNC-AP itself.
