Instituições de Ensino Superior Público Ensino Universitário e Ensino Politécnico

Abstract

Tendo como objetivo obter o grau de mestre em administração público-privada, realizei o estágio no departamento de contabilidade e pessoal do Instituto Superior de Contabilidade e Administração de Coimbra, onde logo no primeiro capítulo irei fazer uma breve apresentação da instituição e de seguida, a descrição das tarefas que realizei. Uma vez que em cinco meses experienciei a realidade de uma unidade orgânica do Instituto Politécnico de Coimbra decidi que o meu trabalho final iria ser sobre o ensino superior público, onde se situa na organização da administração pública e as especificidades destes institutos públicos que revelam uma acrescida autonomia em relação a outros entes públicos. Sabemos que a administração pública portuguesa se divide em administração direta, onde o Estado é o principal condutor da prossecução do interesse comum e, administração indireta, onde são criados entes públicos para a prossecução dos interesses públicos/comuns, um desses entes, são os institutos públicos, onde na sua subdivisão encontramos os estabelecimentos públicos como as universidades e institutos politécnicos. Para desenvolver este tema das instituições do ensino superior público, o último capítulo centra-se, principalmente, no RJIES onde se percebe o papel do Estado como responsável pela criação destes institutos públicos, a sua gestão administrativa, patrimonial e financeira, a realidade híbrida das universidades e a autonomia das instituições de ensino superior, bem como a diferenciação entre o ensino universitário e politécnico.

Aiming to obtain a master's degree in public-private administration, I did the internship in the accounting and personnel department of Higher Institute of Accounting and Administration of Coimbra, where in the first chapter I will make a brief presentation of the institution and then, the description of the tasks I performed. Since in five months I experienced the reality of an organic unit of the Polytechnic Institute of Coimbra I decided that my final work would be on public highereducation, where it is located in the organization of public administration and the specificities of these public institutes that reveal an increased autonomy in relation to otherpublic entities. We know that the Portuguese public administration is divided into direct administration, where the State is the main driver of the pursuit of the common interest and, indirect administration, where public entities are created for the pursuit of public / common interests, one of these entities are public institutes, where in its subdivision we find public establishments such as universities and polytechnic institutes. To develop this theme for public higher education institutions, the last chapter focuses mainly on RJIES, where the role of the State as responsible for the creation of these publicinstitutes is perceived, its administrative, patrimonial and financial management, the hybrid reality of universities and the autonomy of higher education institutions, as well as the differentiation between university and polytechnic education.
