MOBILIDADE URBANA NA REGENERAÇÃO DA CIDADE Oliveira do Bairro como objeto de estudo

Abstract

The objective of this dissertation is to propose a project that not only offers citizens mobility alternatives but also promotes territory as a constant to be appreciated. Given that the evolution of transportation systems is one of the main drivers of the expansion and development of urban centers, the development of a city clearly cannot be disassociated from the mobility it offers. Nevertheless, with the construction of infrastructures that generate discontinuities and ruptures in the territories, this progress has greatly neglected the human scale. As such, there is no doubt today of the need for sustainable urban mobility, intrinsically linked to quality of life. This framework informed the development of a proposal for the study of Oliveira de Bairro, a widespread and fragmented territory where urban mobility is still overly dependent on private vehicles.The proposal is part of an overall strategy developed along five structural axes, beginning at the axis of the Northern railway line. The project aims to resolve the lack of access between the railway station and the town center while supporting the role of the train as the main means of transportation, thus promoting the railway station as an urban gateway. Given the characteristics of the railway station, the main concerns were the slope and the creation of crossing points of the existing road infrastructure which were integrated into pedestrian paths to reach the city. To make full use of the spaces generated between the infrastructures, a set of platforms and the construction of a structure for vertical urban mobility is proposed that together will overcome the existing barriers. This proposal also includes the creation of relevant public spaces and programs that reinforce the consolidation of the urban center.The development of this project fulfills the principles of sustainable urban mobility while fostering intermodality and soft mobility as a way to travel around and enjoy living in the city.

É objetivo desta dissertação propor um projeto que procure oferecer alternativas de mobilidade aos cidadãos e simultaneamente promover a continuidade e valorização do território. A evolução dos sistemas de transporte é um dos principais impulsionadores da expansão e desenvolvimento dos núcleos urbanos. No entanto, este progresso tem vindo a negligenciar a escala humana, com a construção de infraestruturas que geram descontinuidades e roturas nos territórios. Neste contexto, a mobilidade urbana sustentável assume-se como uma premissa incontornável da atualidade estando intrinsecamente ligada à qualidade de vida das pessoas. Este enquadramento serviu de base ao desenvolvimento de uma proposta para Oliveira do Bairro, um território disperso e fragmentado, onde a mobilidade urbana se mantém demasiado dependente do veículo privado. A proposta apresentada insere-se numa estratégia geral desenvolvida ao longo de cinco eixos estruturantes, tendo como ponto de partida o eixo da linha ferroviária do Norte. O projeto procura dar resposta à falta de acessibilidade entre a estação ferroviária e o centro e tem como objetivo reforçar a importância do comboio como meio de transporte principal, promovendo a estação ferroviária enquanto porta urbana. Nesse sentido, e dadas as características do local, foi necessário vencer a encosta e criar pontos de atravessamento da infraestrutura viária existente, integrando-os em percursos pedonais de subida à cidade. De forma a aproveitar os espaços expectantes gerados entre as infraestruturas, é proposto um conjunto de plataformas e a construção de um elemento de mobilidade urbana vertical que permitam vencer as barreiras existentes. Esta proposta contempla, também, a criação de espaços públicos e de programas que se revelam pertinentes e reforçam a consolidação do centro urbano. Ao desenvolvimento deste projeto estão subjacentes os princípios de mobilidade urbana sustentável, procurando fomentar a intermodalidade e os modos suaves enquanto forma de percorrer e viver a cidade.
