Turismo em Pombal: Projetar o futuro em conjunto

Abstract

O turismo tornou-se, nas últimas décadas, uma das atividades fulcrais para a economia dos territórios. Por outro lado, a sua exploração desenfreada tem gerado problemas para os territórios e comunidades por si afetados. O planeamento turístico tem-se vindo a constituir como uma das principais ferramentas para colmatar os problemas gerados pelo turismo e otimizar os benefícios para todas as partes envolvidas, numa visão cada vez mais sustentável e colaborativa.Em Portugal, o poder local tem vindo a ganhar responsabilidades e alguma autonomia no âmbito do desenvolvimento turístico. Pombal, município do litoral do Centro de Portugal, surge como um território com imensas potencialidades turísticas, mas que carece de uma intervenção estratégica estruturada e participada pelos intervenientes locais.Tendo por base esta premissa, considerou-se relevante efetuar um estudo no qual se determinem as bases para o desenvolvimento turístico do concelho de Pombal e se apontem algumas medidas a implementar em cinco âmbitos: recursos e produtos turísticos; branding e divulgação do destino; oferta turística e complementar; políticas, atores e redes; e análise SWOT e ações. A falta de informação local sobre a temática em estudo e a preocupação em confrontar perspetivas diversas justifica a utilização da técnica Delphi. Foi constituído um painel de especialistas, que direta ou indiretamente influenciam e/ou são influenciados pelo turismo em Pombal, de forma a confrontá-los com várias questões sobre a temática.Os resultados desta investigação constituem-se como uma ferramenta que poderá ser utilizada pelos intervenientes locais, sejam eles entidades públicas ou privadas, para o desenvolvimento turístico do território.

Tourism has become, in the last decades, one of the core activities for the economy of the territories. Nevertheless, its unrestrained exploitation has been generating problems for the territories and communities that are affected by it. The tourism planning has been coming to be one of the main tools to overcome the problems generated by tourism and to optimize the benefits for all the parts involved, in an increasingly sustainable and collaborative vision.In Portugal, the local power has been gaining responsibilities and some autonomy in the field of tourism development. Pombal, a municipality in the coast of the Center of Portugal, emerges as a territory with immense potentialities, but lacking a structured and participated strategic intervention of the stakeholders.Based on this premise, it was considered relevant to conduct a study in which the basis for the tourism development of the municipality of Pombal are determined and some measures to implement are pointed in five topics: resources and products; branding and promotion; tourism supply; policies, stakeholders and networks; and SWOT analysis and actions.The lack of local information on the theme and the concern to confront diverse perspectives justifies the use of the Delphi technique. A panel of experts was formed, with individuals who directly or indirectly influence and/or are influenced by tourism in Pombal, in order to confront them with several questions about the theme. The results of this investigation constitute a tool that can be used by public and private stakeholders for the tourism development of the territory.
