Nova abordagem na alocação de fundos europeus: O caso da cooperação transfronteiriça Espanha-Portugal

Abstract

A Coesão territorial tem sido no âmbito da União Europeia, um dos temas principais e atuais cujas entidades europeias têm dado grande relevância de modo a diminuir as discrepâncias existentes nas várias regiões que a constituem. Para isso disponibiliza fundos estruturais para ajudar a combater as desigualdades entre as regiões. O problema da falta de coesão territorial é um tema que tem sido alvo de preocupação e estudo por vários atores regionais, nacionais e europeus. O presente trabalho, pretende assim contribuir para ajudar a melhorar a coesão dos territórios propondo uma nova metodologia no modo da afetação dos fundos europeus para a cooperação transfronteiriça pelas regiões NUTS II portuguesas. Tendo como referência indicadores genéricos e específicos, construiu-se um Índice Composto Regional no caso concreto para a temática da Investigação, Desenvolvimento Tecnológico e Inovação (I&D+i), considerada área fulcral para o crescimento económico das regiões. O valor do índice para cada região define o valor do financiamento a atribuir em termos relativos.Pretende-se, assim, que a afetação dos fundos europeus para a cooperação transfronteiriça seja em função das debilidades demonstradas pelas regiões nas áreas temáticas a financiar pelo programa de cooperação transfronteiriça e não por outros fatores que não têm qualquer relação nas temáticas alvo de financiamento. Deste modo, os indicadores específicos utilizados, por serem usados como medida do grau de execução do projetos nas áreas onde os fundos europeus devem ser aplicados, são neste trabalho considerados os fatores chave para definir a distribuição pelas regiões. A aplicação desta nova metodologia, permite assim que a distribuição dos fundos europeus para a cooperação transfronteiriça seja mais equitativa ao nível das regiões NUTS II portuguesas, na medida em que a sua aplicabilidade beneficia as regiões NUTS II que estão mais deficitárias nas áreas temáticas específicas que o programa pretende apoiar.

Territorial cohesion has been within the European Union, one of the main and current themes which European entities have given great importance to in order to reduce the discrepancies in the various regions that constitute it. Therefore, it provides structural funds to help combat the inequalities between the regions. The problem of the lack of territorial cohesion is a theme that has been the subject of concern and study by several regional, national and European actors. The present work aims to contribute to help improve the territorial cohesion proposing a new methodology in the form of the allocation of European funds for cross-border cooperation of the NUTS II Portuguese regions. Using as a reference, generic and specific indicators a Regional composite index was built in this case for the research, technological development and innovation theme(R&D+i), considered a core area for the regions economic growth. The index value for each region sets the value of the funding to be allocated in relative terms.It is intended that the allocation of European funds for cross-border cooperation is in line with the weaknesses demonstrated by the regions on the thematic areas to be funded by the cross-border cooperation program and not by other factors that do not have any relationship with the targeted financing themes. Thus, the specific indicators used, since they are used as a measure of the degree of project implementation in areas where EU funds should be applied, are considered key factors in this work to define the distribution by regions.The application of the new methodology allows the distribution of European funds for cross-border cooperation to be more equitable to the NUTS II level Portuguese regions, to the extent that its applicability, benefits NUTS II regions that are weaker in the specific thematic areas which the program intends to support.
