Contributo para a caracterização e análise da evolução temporal de publicações na web sobre eventos de emergência

Abstract

Com o aparecimento da Web 2.0 surgiu uma revolução tecnológica, social e cultural, alargando-se a todas as áreas da sociedade. Num espaço curto de tempo, a Web 2.0 alterou totalmente o modo como as pessoas tiram partido da Internet e interagem com os outros e com a informação encontrada. De meros consumidores de conteúdo, estes novos utilizadores passaram também a produzir informação que partilham, ocupando assim o lugar de muitos processos e espaços tradicionalmente dominados por corporações e instituições.Actualmente, a existência de informação voluntária em tempo real é cada vez mais abundante e está presente nas mais diversas plataformas. Esta pode ter uma enorme utilidade quando se fala na gestão de situações de emergência, pelas diferentes entidades responsáveis. Apesar do seu aumento é necessário que esta seja analisada, uma vez que é partilhada voluntariamente sem qualquer controlo. Este trabalho surge então com o objectivo de recolher, organizar e analisar, manualmente, a informação voluntária existente, relativa a eventos de emergência. Permitindo assim tirar conclusões sobre a qualidade desta informação, qual a sua utilidade para apoio à gestão de emergência e qual a melhor forma de fazer a recolha e tratamento desta de forma automática.De forma a dar resposta aos objectivos propostos, foi então dividido o trabalho em várias etapas. Começando por definir quais os tipos de eventos de emergência a incluir, qual a forma de levantamento dos contributos de cada evento, criando uma base de dados adaptada à necessidade e organizando toda a informação encontrada. Depois de feito o todo o levantamento e recolha, foi feita uma seleção de informação relevante por evento, organizando em tabelas de contributos, criando timelines de contributos por evento e, por fim, fazendo uma análise estatística e a devida discussão de todos os resultados obtidos.

With the advent of Web 2.0, a technological, social and cultural revolution emerged, extending to all areas of society. In a short space of time, Web 2.0 has totally changed the way people take advantage of the Internet and interact with others and with the information they find. From mere consumers of content, these new users also began to produce information that they shared, thus taking the place of many processes and spaces traditionally dominated by corporations and institutions.At present, the existence of voluntary information in real time is more and more abundant and is present in the most diverse platforms. This is extremely useful when it comes to managing emergency situations by the different entities responsible. Despite its increase it is necessary that it be validated, since it is shared voluntarily without any control.This work then arises with the aim of collecting, organizing and analyzing manually the existing voluntary information related to emergency events. This makes it possible to draw conclusions about the quality of this information, how useful it is to support emergency management, and how best to collect and treat it automatically.In order to meet the proposed objectives, the work was then divided into several stages. Starting with defining the types of emergency events to include, how to collect the contributions of each event, creating a database adapted to the need and organizing all the information found. After all the survey and collection was done, a selection of relevant information was made by event, organizing in tables of contributions, creating timelines of contributions by event and, finally, doing a statistical analysis and the due discussion of all the results obtained .
