O valor Económico da Biblioteca Pública: um estudo de caso

Abstract

A justificação tradicional utilizada para fundamentar o financiamento da BP, baseada em indicadores de utilização, tem dado lugar a outras abordagens, nomeadamente económicas, como resposta ao desinvestimento feito nestes Serviços de Informação. Este estudo, que incide sobre a Biblioteca Municipal de Anadia, tem, assim, como objetivo refletir a tendência mundial na área das BP, em que se tem procurado demonstrar uma vertente do valor da BP até aqui desatendida: a económica. Atribuir valor económico a um serviço público como a Biblioteca apresenta-se, na conjuntura atual, como um desafio imerso de oportunidades para os profissionais do setor, os quais são convocados a sair da sua zona de conforto e a trilhar o caminho da aferição e comunicação do valor social, cultural, educativo, mas também económico do trabalho que desenvolvem.A introdução da perspetiva económica na proposição de valor da BP, através da realização de estudos e análises quantitativas que permitem determinar a relação entre o custo e o beneficio de um investimento, vem desafiar o paradigma de gestão das BP portuguesas, colocando-as na vanguarda das tendências internacionais. Quantificar economicamente o retorno da BP relativamente ao investimento que recebe, bem como clarificar a importância que a comunidade (utilizadores e não utilizadores) atribui ao serviço prestado pela BP, é, por conseguinte, um imperativo que urge abraçar para salvaguardar e gerir de forma eficiente os recursos afetos a este Serviço Público.Conclui-se que, não obstante os benefícios tangíveis e intangíveis que a BP transfere para a comunidade não se esgotarem na vertente económica, conhecer este aspeto do valor da BP pode contribuir para a sua afirmação política e social.

The traditional excuse used to justify the financing of PL, based on circulation indicators, has given rise to other approaches, namely economic ones, in response to the disinvestment made in these Information Services.The purpose of this study, which is about Anadia Public Library, is to reflect the global trend in the area of PL, which has sought to demonstrate a dimension of the value of PL until now neglected: the economic. Assigning economic value to a public service such as the Library presents itself, nowadays, as an immersed challenge of opportunities for the professionals of the sector, who are called to leave their comfort zone of and to follow the path of gauging and communication the social, cultural, educational, and also economic value of their work.The introduction of the economic perspective into PL's value proposition, by conducting studies and quantitative analyzes to determine the relationship between the cost and the benefit of an investment, challenges the Portuguese PL management paradigm, putting them at the forefront of international trends.Economically quantifying PL's return on the received investment, as well as clarifying the importance that the community (users and non-users) attaches to the service provided by PL, is therefore an imperative that needs to be embraced in order to safeguard and manage efficiently the resources allocated to this Public Service.To conclude with, notwithstanding the tangible and intangible benefits that PL transfers to the community are not exhausted on the economic side, knowing this aspect of PL's value can contribute to its political and social strength.
