A Implementação de Armazéns Avançados no âmbito da ARSC

Abstract

The present report was developed as a part of the curricular internship of the Master in Management lectured at the Faculty of Economics of the University of Coimbra, as a requirement for completing the second cycle of studies The internship was carried out at Administração Regional de Saúde do Centro, between February 10th and June 17th, 2016.Contact with the health sector during the internship highlighted the growing need for an efficient management. There are increasingly higher costs for the functioning of health organizations. With the increase in the number of users seeking better quality services and with a requirement for higher productivity with lower costs, it becomes increasingly important to find efficient forms of management. The ability of healthcare institutions to reduce costs without affecting the quality of the service is crucial to differentiate themselves and to gain competitive advantage.This internship report examines the implementation of the Advanced Warehouses (AW) in the Administração Regional de Saúde do Centro. This is the way the ARSC has found to achieve a more efficient inventory management. In this concept, the supply process is supported by information systems, which allows a proactive inventory replenishment based on the registration of materials consumed by health facilities. Following the implementation of the circuit in the first two health facilities, the case study was defined. The goal of this study was analyzing the impact, on the inventory level, of the implementation of AW and quantifying potential savings obtained that implementation. The involvement in this project also led to an analysis of the possible links between AW and the lean philosophy.

O presente relatório foi desenvolvido no âmbito do estágio curricular do Mestrado em Gestão na Faculdade de Economia da Universidade de Coimbra, como parte dos requisitos para o término deste segundo ciclo de estudos, o qual foi realizado na Administração Regional de Saúde do Centro, entre 10 de fevereiro e 17 de junho de 2016.O contacto com o setor da saúde durante o estágio, demonstrou que a necessidade de uma gestão de stocks eficiente é cada vez maior e mais notória. Verificam se custos cada vez mais elevados no funcionamento das instituições de saúde. Com o aumento do número de utentes que procuram serviços de melhor qualidade e com a exigência de maior produtividade com menos custos, torna-se premente encontrar formas eficientes de gestão. A capacidade das instituições de saúde reduzirem os custos sem afetar o serviço prestado é crucial para se distinguirem e ganharem vantagem competitiva.No presente relatório estudou-se a implementação dos Armazéns Avançados na Administração Regional de Saúde do Centro. Foi esta a forma que a ARSC encontrou para conseguir uma gestão de stocks mais eficiente. Neste conceito, o processo de abastecimento logístico é suportado por sistemas informáticos, que permitem uma reposição proactiva com base no registo de consumos feitos nas unidades de saúde. O estudo de caso foi desenvolvido na sequência do acompanhamento da implementação do circuito nas duas primeiras unidades onde decorreu, com o objetivo de analisar o impacto que terá nos stocks das mesmas e quantificar potenciais poupanças obtidas com a implementação dos AA em Unidades de Cuidados de Saúde Personalizados. O envolvimento neste projeto levou também ao estudo de uma possível ligação entre os mesmos e a filosofia lean.
