Condições iniciais como preditores do cumprimento do PAECPE: Uma análise recorrendo à fsQCA

Abstract

This report is part of the curricular internship included in the master's degree in Management offered by the Faculty of Economics of the University of Coimbra. This curricular internship was carried out at the regional delegation for the center of the country of the Portuguese public institute responsible for employment policies and combating the unemployment. The initial part of the report introduces the host entity, tracing its history from the foundation of the entities that formed its roots to the present day, as well as the importance it has in the Portuguese panorama. There is also a description of the activities performed during the internship related to various programs offered by the Institute. One of those activities was the analysis of applications to an entrepreneurship and self employment program (PAECPE), from which emerged the motivation for conducting a study. The study researches the relationship between the initial conditions presented by the companies created under the program and the probability of their compliance with the program’s regulation, which happens if the entrepreneurs keep their job for three years. The first step in this study was to perform a review of the existing literature with the objective of making a survey of the variables most used by researchers who have already carried out studies on the relation of initial conditions with the performance of entrepreneurial projects. Next, data regarding some of those variables was collected on the program’s applications for which it was possible to verify its compliance or non-compliance. Then, the data was analysed using a methodology called fuzzy-set Qualitative Comparative Analysis. This methodology has the peculiarity of allowing the study of the variables in the form of configurations instead of studying them independently. The results showed that there is an isolated variable and two configurations of variables that are related to a greater probability of compliance with the program’s regulation.

O presente relatório insere-se no âmbito do estágio curricular incluído no plano de estudos do Mestrado em Gestão oferecido pela Faculdade de Economia da Universidade de Coimbra. O referido estágio curricular foi realizado na Delegação Regional do Centro do Instituto do Emprego e Formação Profissional. Ao longo do relatório é dada a conhecer a entidade de acolhimento, percorrendo a sua história desde a fundação das entidades que lhe deram origem até aos dias de hoje, bem como a importância que tem no panorama nacional. São também descritas as atividades executadas durante o estágio e que estão relacionadas com diversos programas oferecidos pelo Instituto. Uma dessas atividades foi a análise de candidaturas ao Programa de Apoio ao Empreendedorismo e Criação do Próprio Emprego, de onde surgiu a motivação para a realização de um estudo sobre a relação entre as condições iniciais apresentadas pelas empresas criadas ao abrigo do programa e a probabilidade de cumprimento que, de acordo com o regulamento, acontece se os promotores mantiverem o seu emprego durante três anos. O primeiro passo neste estudo consistiu na realização de uma revisão da literatura existente com o objetivo de fazer um apanhado das variáveis mais utilizadas pelos investigadores que já efetuaram estudos sobre a relação das condições iniciais com o desempenho dos projetos de empreendedorismo. De seguida foram recolhidos dados relativos a algumas dessas variáveis de processos do PAECPE para os quais era possível aferir o seu cumprimento ou incumprimento, os quais foram analisados recorrendo a uma metodologia denominada fuzzy-set Qualitative Comparative Analysis. Esta metodologia tem a particularidade de permitir estudar as variáveis na forma de configurações em vez de as estudar de forma independente. Os resultados mostraram que existe uma variável de forma isolada e duas configurações de variáveis que estão relacionadas com uma maior probabilidade de cumprimento do programa.
