Renda apoiada no município de Santarém

Abstract

O presente Relatório integra a fase final do Mestrado em Administração Pública realizado na Faculdade de Direito da Universidade de Coimbra. Tem como objetivo analisar o novo regime do arrendamento apoiado (Lei n.º 81/2014, de 19 de dezembro) e o seu impacto no Município de Santarém, tendo por base todo o universo de famílias residentes no parque habitacional municipal. Para o efeito, vemo-nos impelidos de tratar o tema da habitação como um direito consagrado na Constituição da República Portuguesa e perante o qual os municípios são agentes determinantes na área das suas atribuições. É também apresentada uma evolução legislativa portuguesa no âmbito da habitação social, nomeadamente quanto aos regimes de renda, desde a Primeira República até aos dias de hoje. ABSTRACT This report is a part of the final phase of the Masters’ Degree in Public Administration taken in the Law School of Coimbra University. Its purpose is to analyse the new system of supported renting (Law n.81/2014, 19th December) and its impact in Santarém, based on all the families living in the municipal housing park. For this purpose, we are forced to treat the housing theme as a right established in the Constitution of the Portuguese Republic and before which the municipalities are decisive agents in their attributions area. We also present an evolution of the Portuguese Legislation regarding social housing, namely as for rent systems, since the First Republic until today
