Compilação técnica - segurança dos trabalhadores pós-construção

Abstract

A Organização Internacional do Trabalho (OIT) tem tido cada vez mais uma abordagem preventiva em questões de Segurança e Saúde no Trabalho (SST). A presente dissertação insere-se no âmbito desta temática, mais propriamente no que respeita à compilação técnica como segurança dos trabalhos pós-construção, como são exemplo os trabalhos de manutenção, reabilitação e conservação. O meio técnico despreza estas questões uma vez que não se prendem com a resolução imediata do problema – a construção em si. No entanto, sabe-se que agir antevendo ações que serão necessárias a posteriori diminui significativamente o número de acidentes. Esta dissertação tem como objetivos: analisar o que é exigido em termos de matéria legal; verificar o existente ao nível da compilação técnica; verificar o grau de implementação desta documentação na prática profissional; editar um modelo de compilação técnica e aplicá-lo a um caso concreto. Para este trabalho reuniu-se informação proveniente da legislação em vigor e informação constante em modelos do Reino Unido, tendo-se desenvolvido um modelo de compilação técnica genérico posteriormente aplicado ao Colégio da Trindade. A informação existente em Portugal parece ser algo limitada. Embora reflita sobre os aspetos a incluir numa compilação técnica, pode suscitar dúvidas ao nível da sua aplicação prática. The International Labour Organization (ILO) has had an increasingly preventive approach to Occupational Safety and Health issues (OSH). This work falls within the scope of this issue, more specifically with regard to health and safety file as safety post-construction work, such as the maintenance, rehabilitation and conservation. The technical means despises these issues since it does not relate to the immediate resolution of the problem - the building itself. However, it is known that anticipating actions that will be required a posteriori prevent and significantly reduce the number of accidents. This thesis aims at analyzing what is required in terms of legal matter; checking the existing health and safety file level; checking the degree of implementation of this documentation in professional practice; editing a health and safety file template and apply it to a specific case. For this paper information was gathered from the current legislation and the information in the UK templates, having been developed a generic health and safety file template subsequently applied to the Colégio da Trindade. The existing information in Portugal appears to be somewhat limited. Although it reflects on the aspects to be included in a health and safety file, it may raise some questions in terms of its practical application. The work done suggests that another consideration to this issue should be given
