Os Rankings Nacionais Espanhóis e a sua aplicabilidade em Portugal

Abstract

A grande questão sobre a avaliação internacional acerca das prestações das Universidades não é um assunto recente mas é, atualmente, muito discutido no panorama nacional. No entanto, a avaliação proposta pelos principais rankings internacionais está desajustada à realidade portuguesa. São já vários os países europeus que se reorganizaram para que fosse possível obterem resultados mais claros. A criação de um ranking nacional em Portugal viria colmatar a falta de informação que existe neste campo e ao mesmo tempo enriquecer as fontes de informação disponíveis para a sociedade. Em Espanha, existem já distintas opções para que se possam ver os resultados das suas universidades sob diferentes pontos de vista. Este trabalho visa apresentar alguns dos modelos de rankings usados em Espanha – mais especificamente os modelos I-UGR, ISSUE e IUNE – e o estudo sobre e para a construção de um modelo que poderia ser aplicado à realidade portuguesa com base nos casos estudados. Como metodologia, é apresentada uma análise sobre cada ranking e, a partir desse ponto, analisam-se os indicadores que poderiam ser ajustados à realidade portuguesa. Procurando responder a questões do foro prático, - Qual a área em que mais se destacam as nossas instituições, o número de alunos e corpo docente, o nível de financiamento de cada instituição - a criação e a adoção de uma série de indicadores que visassem a criação de um instrumento de análise que avaliasse as nossas instituições de forma igual e justa. A criação de um instrumento de investigação desta natureza além de ser uma valiosa fonte de informação seria também uma forma de progressão das instituições nacionais nas avaliações e posicionamento por parte de Rankings Internacionais.

The big bustle about the international evaluations upon the universities performances is not a subject from today but is nowadays much discussed in the national panorama. However the evaluation proposed by the international rankings is inadequate for the Portuguese reality. Several European countries have already reorganized it to make possible to obtain clearer results. The creation of a national ranking in Portugal would fulfil the lack of information and at the same time enrich the information resources available to the society. In Spain, there are already several options that make possible the observation of universities’ results through different points of view. Spanish universities are evaluated upon stronger norms and weaker points and organized in a clearer simpler ranking. This thesis aims to present some of the Spanish’s national ranking templates, more specifically the I-UGR, ISSUE and IUNE templates – and a study for the construction of a theoretical and practical idea that could be applied in Portuguese reality based on studied cases. As methodology, it is present an analysis of each ranking and which ones of their indicators could be adjusted to the Portuguese reality. Looking for an answer to practical questions, - in which field do our institutions excelled in the most, the ideal number of students and universities’ faculty, the funding’s level of each institution – the creation and adoption of a series of indicators that aimed to the creation of an analysis tool that could evaluate our institutions equally and fairly. An investigation tool of this sort as well being a valuable source of information, it could also be a way of progress for the national institutions in the evaluations and position by the international ranking.
