Cooperação transfronteiriça e coesão territorial : o caso ibérico : Minho-Lima/Pontevedra e Baixo Alentejo e Algarve/Huelva

Abstract

Considerando o mais profundo processo de integração regional da actualidade, a União Europeia (UE) é decididamente uma referência para qualquer tipo de experiência de integração regional no mundo. Mas, as assimetrias dentro das fronteiras internas levaram a Comunidade a adoptar políticas, pois, era imperioso encontrar medidas que mitiguem os efeitos negativos do processo de liberalização trazido pela integração. Tal facto levou a que, desde o primeiro Tratado da Comunidade, a preocupação em busca da coesão económica e social estivesse sempre presente nas políticas comunitárias. Já mais recentemente foi acrescentada a coesão territorial, como um objectivo estrutural a cumprir. O conjunto de políticas europeias de âmbito regional, implementadas por meio dos fundos estruturais, tem sido direccionado para a prossecução de tais objectivos. É neste quadro que o nosso trabalho se insere, tendo em conta, por um lado, a abertura das fronteiras e, por outro, as políticas europeias que têm como missão a coesão económica, social e territorial no espaço da união. Neste âmbito a Cooperação Transfronteiriça terá, certamente, uma importância acrescida, dadas as características que estes territórios apresentam e as debilidades das infra-estruturas e equipamentos, a que se associam problemas de envelhecimento e fraco dinamismo socioeconómico. Estes foram assim os fundamentos que nos estimularam para o objecto desta dissertação. No essencial, tendo em conta os quadros plurianuais de programação da Cooperação Transfronteiriça entre Portugal e Espanha (2000-2006 e 2007-2013) e, considerando o eixo prioritário relativo ao ordenamento do território e acessibilidades, efectuamos uma análise integrada que permita uma leitura e avaliação retrospectiva e comparativa. Esta consiste em analisar o impacto e os benefícios produzidos na dinâmica de convergência nos domínios demográfico e socioeconómico das NUTS III objecto do nosso estudo, Minho-Lima/Pontevedra e Baixo Alentejo e Algarve/Huelva, no período de 2001 a 2009.

Considering the currently deepest regional integration process, the European Union (EU) is definitely a reference for any kind of regional integration experience in the world. However, the European internal borders asymmetries have conducted the Community to adopt some appropriate policies, given that it was imperative to find solutions capable to mitigate the negative effects of liberalization, resulting from this integration. Therefore, since the first Community Treaty, the search for economic and social policies has always been one of the major concerns of the community policies. Recently, territorial cohesion has also been included, as a structural purpose to be fulfilled. The set of European regional policies, implemented through the Structural Funds, has been implemented to achieve these objectives. Our work is included in this framework, focusing two main topics: the opening of borders question and the European policies searching economic, social and territorial cohesion missions within the union space. In this context the cross-border cooperation will definitely have a fundamental importance, given the characteristics of these territories, the weakness of infrastructure and equipments, as well as the associated aging problems and poor social and economic dynamisms. These were the fundamentals that have motivated us to achieve the goal of this dissertation. Essential, taking into account the multi-annual frameworks of cross-border cooperation programs between Portugal and Spain (2000-2006 and 2007-2013) and considering the priority axis relatively to the territory management and accessibilities, we perform an integrated analysis that enabled a retrospective and comparative assessment and evaluation. This consists of the analyzes of the impact and benefits produced in the convergence dynamics in the fields of demographic and socioeconomic NUTS III, the subject of our study, Minho-Lima/Pontevedra and Alentejo and Algarve/Huelva, in the period from 2001 to 2009.
